Tuensang DPDB meeting discuss deplorable road condition

Worsening road condition in Tuensang district was one of the main agenda discussed during Tuensang District Planning and Development Board meeting, Tuesday at the Deputy Commissioner (DC)’s conference hall, Tuensang.

The members deliberated on the issue while EE, Road & Bridges enlightened the house with the technicalities and appraised them on the ongoing works taken up by the department.
The meeting was held under chairmanship of vice chairman DPDB Tuensang and DC Tuensang,Alemjongshi.

Earlier, the meeting began with review of the previous meeting and the board discussed and decided to recommend construction of the District Disability and Rehabilitation Centre (DDRC) at Tuensang. Proposal for the registration of the Redwood Basketball Club Tuensang was discussed and forwarded.

Application seeking NOC for the establishment of Sumi Sub Hoho at Sukiur B was also discussed and the Board decided to send ADC Shamator for verification and submit the same for approval.

Tuensang-Longleng highway cut off

Incessant rains followed by landslides have completely cut-off the road between Tuensang and Longleng at Namchu nullah, 12 kilometres away from Tuensang.

The road which has become non-motorable is the life line that connects the two districts of Tuensang and Longleng.

PWD (R&B) officials led by Addl. CE, Er. SN Meren along with EE Ahoto Sema, SDO Er. Thrimhokiu, J.E. Gopi and SO Thamtham inspected the affected areas on July 7.

The team had to walk for almost 3 kms to reach the major landslide area due to non-motorable conditions of the road. The officials also found minor landslides in various pockets along the state highway.

Khiamniungan Students’ Union (KSU) backs ENSF

Khiamniungan Students’ Union (KSU) has extended strong support to the ENSF’s 30-day ultimatum on the state government for the “justification of the 25% job reservation”.

In a press note, KSU president S. Chonta and asst. general secretary Puthai. T lamented that the state government had failed to implement the job reservation for backward communities and neglected to provide equal opportunity in matters of public employment.  “We are saddened to say that the Khiamniungans are less represented tribe in the Government offices which is single digit percent in the state govt. services”, it added.

KSU said it had come to know that the transfer of government servants along with the posts in many departments still prevail, depriving and discriminating the Khiamniungans since the inception of the state. KSU has therefore urged upon the state government to justify the 25% job reservation as demanded by ENSF.

DEO Kiphire inaugurates GHS Singrep

The inauguration programme for the upgradation of Government High School in Singrep was held on April 22 with DEO, Kiphire, Deenabandu Panda, as the chief guest. The chief guest, in his speech, emphasized on proper implementation of RTE Act and directed the VECs to utilize their power and function for the extension of GHS, Singrep. The programme was attended by ADC (SSA), Sethricho Sangtam; President SYTKJ, Achum Sangtam; VECs, GBs, Village elders and students.

The programme was chaired by Thsakhongse A Sangtam, Assistant Teacher GHS Singrep, while the welcome address was delivered by Head Teacher, Daniel Tikhir, and the vote of thanks was delivered by President Singrep Village Students’ Union.

Eastern Konyak Union Unit (EKUUM) censures Assam Rifles highhandedness

‘We have suffered enough. We need peaceful development’

 The Eastern Konyak Union Unit (EKUUM) has condemned the high handedness of Assam Rifles personnel, who have been alleged of preventing road works from Chen Moho to Nyanching via Throilu under the Indian Myanmar Friendship Project Scheme.

A press note from the EEKUM alleged that on April 7, personnel of the 33 AR, 5th Battalion “blocked” construction of a 15 meter stretch of the road and seized goods from members of the public. It further stated that the AR personnel had “forbidden” people from travelling across the road from one village to another.

The EKUUM has appealed to both the Assam Rifles and the Naga political groups for a peaceful atmosphere in the area. “We are not in favour of any group. We need peaceful development only.”

The said road project, construction for which began on 2013-14 is yet to be completed. On the other side of the border, the EKUUM informed that the road from Monyakshu to Nyanching via Chen Hoyat had also been left incomplete without any notification on October 2013, with only a few kilometers completed.

The EKUUM asserted that the road is not only for people in the border areas but is a link to connect Eastern and Western Nagas. It reminded that the significance of the road project had also been stressed on by Nagaland MP and former Chief Minister, Neiphiu Rio and the former R&B Minister as well.

The EKUUM questioned as to “who has been prohibiting the workers or contractors to stop immediately before the road is completed.” It urged the concerned authority to complete the road construction as per the agreement.

The people on the border areas, the EKUUM, lamented have lived in a state of constant struggle. People here, it recalled have not been able to live freely due to continuous turmoil in the area beginning in the 1950s. “We have suffered enough as human beings and we want justice on humanitarian grounds,” appealed the EKUUM.

ENPO, ENPUD condemn murder

The Eastern Nagaland Peoples’ Organisation (ENPO) along with Eastern Nagaland Peoples’ Union Dimapur (ENPUD) have vehemently condemned the gruesome killing of late Aorpan Das, son of late Niranjan Das on April 20 at Mon – Namtola road under Mon district.

ENPO and ENPUD stated that such barbaric and inhuman act was an attempt to create misunderstanding and disunity of the already existed peaceful relationship between the Nagas and Assamese brethren for the last many years.

While conveying condolences to the bereaved family members, the ENPO and ENPUD urged the law enforcing agency to book the culprits involved without losing any time and award befitting punishment as per the law. The ENPO and ENPUD further urged all concerned to remain calm and maintain peaceful co-existence and to co-operate with the law enforcing authorities in order to bring justice to the family of the victim at the earliest.

Confession of a Head Hunter: Christianity Saved My Life

“I wouldn’t be alive and talking had I not converted to Christianity,” Khon Khiam, one of the last surviving warriors of the bygone Naga head hunting era says in his calm demeanor during a conversation recently at his home at Noklak village.

In his twilight years with a declining memory, Khon Khiam (short for Khiamniungan) cannot remember his exact age. And he can only recall patches of his life.

With age catching up on him, Khon spends most of a day inside the smoke fuming kitchen hearth and guzzles black tea.  And he is happy to answer a question or two, so long as he can connect the bits and pieces of his life.
“I never thought it important to determine my age,” Khon ponders for a while and remarks. Like any wise old man would utter, life, according to Khon, is not counted in years but in deeds.

But he is certain he has crossed 100. Certain details still flood back. “I was around 17-18 years old when a team of British Administrators passed Noklak while on their way to Pangsha, a Naga village bordering Myanmar,” Khon recalls. This supposedly happened in the early 30s.

Still looking lithe and able with fascinating tattoos marking his wrinkled torso; a reminder of his tumultuous head hunting days, Khon may be one of the few head hunters alive.

“I might have died early…I am happy I converted to Christianity, it saved my life,” he mutters once again, evoking a reminder of his many comrades who chose to follow the head hunting path and died early, in the hands of enemies at bloody battles.

More memories come flooding back. Khon was one of the best warriors from his village with five enemies heads felled by his dao. That was back then.

“I remember I never walked behind, I was one who always led the way,” Khon says his status of being a warrior.
But converting to Christianity was never that easy, Khon remembers with a chuckle.
“I cannot recall exactly when, on one occasion, I converted and rejected Christianity merely because I did not want to quit drinking rice beer. Then I again reconverted in 1966.” Khon can recall the exact year and the name of the missionary who baptized him-one Imti from the Ao tribe.

That was when Khon quit rice beer and head hunting for good.
Khon was also one of the warriors representing Tuensang district to participate (as a dance troupe) at the Nagaland Statehood inauguration in 1963 at Kohima.

The troupe journeyed all the way from Noklak to Tuensang, Mokokchung and to Assam by foot. From Assam, they were taken on a train till Dimapur. And finally to Kohima on motor transport. What was the fondest memory of the journey? Khon is asked. There is a hint of a smile. “I can still clearly remember the scrumptious food we had in Assam.”

Yes, there are certain memories even age cannot erase.

Students demand for better health care in Kiphire

A joint team from five areas comprising of Kiphire Area Students’ Union (KASU), Longmatra Area Students’ Union (LASU), Singti Area Students’ Union (SASU), Amahator Area Students’ Union (ARSU) and Seyochung Area Students’ Union (SASU) led by officials from the respective students union conducted a joint inspection in district hospital Kiphire on March 26.

The student’s union leaders while acknowledging the service rendered by few dedicated doctors and staffs despite of the insurmountable obstacles they face while carrying out their duty, addressed to the Principal Director Health and Family Welfare that during the inspection and interaction with the staff, various pertaining matters faced by the doctors and staff were deliberated.

Highlighting the plights in the District Hospital, the unions stated that the lack of work force and basic vital medical equipments is putting the lives of patients at perils. Even after decades of upgradation, the hospital to the status of district hospital, crucial medical equipments such as ultra snography ECG, and Boyle’s apparatus was found to be missing. The lack of basic medical equipments is dogging the effective functioning of the hospital. Even X-Ray which is in use is only a portable x-ray as the original x-ray is damaged and so far is not being repaired nor replace till now. The hospital is under-staffed with just a few doctors and nurse staff, leaving the citizens of Kiphire in a quagmire. Thus, in the absence of sufficient work force and basic medical equipments doctors helpless.

They also stated that it was also quite disturbing to learn that district hospital Kiphire is without specialist doctor in the field of medical surgeon, pediatrician, and radiologist. While some senior medical officers of anesthetist and gynecologist was found to be not regular. Faced with lacked of work force and basic medical equipments doctors are left incapacitated with more work force and high medical equipments. It will greatly ease the burden of doctors and staffs enabling the doctors to carry out their duties in a more efficient and better environment. It may also be mentioned that at present with just a few handful of doctors and nurses only 8 regular nurses. It becomes an uphill task for doctors and staffs to function smoothly.

“The state of the hospital is in a precarious situation, with ever-increasing demand for better health care. There is as urgent need to appoint more doctors and nurses to catered to the demand of good health care in a far flunk places like Kiphire,” the students union stated in the open letter.

With pragmatic approach by the concerned department, it will altered the feeling of discrimination. Kiphire being located in a strategic area, it has the potential to be the hub of health sector for the entire eastern region. It can also generate good revenue for the department and the government.

It may also be mentioned that, in this regard various memorandum and appeal has been submitted by the department as well as by various NGO. However, there is no concrete response from the department till date.

“The concerned department cannot remain inert as countless of lives are at stake here.  We implore upon the concerned department to immediately address the grievances’ of the people, keeping in mind the socio economic status in a place like Kiphire,” added the joint statement.

Eastern Nagaland Students’ Union Delhi (ENSUD) selects new executive council

Eastern Nagaland Students’ Union Delhi (ENSUD) has selected its new executive council for the term 2015-2016 headed by Chubalemla as president, Chemrong Thonger as general secretary along with nineteen other executives and advisors. Handing and taking over of the office of the new executive was held on March 7.

The Eastern Nagaland Peoples' Organisation (ENPO) has stated it is appalled and shocked at the alleged rape of one Naga girl (student) and the “gruesome killing” of the accused, Syed Farid Khan, in the most ‘brutish’ and ‘barbaric’ manner.

While rape is condemnable as a serious offence and a crime both morally and legally, it is contemporarily and unfortunately occurring routinely in and around the state and the rest of the country, ENPO stated in a press release issued by its President S Khoiwang Konyak and General Secretary Manlang Phom.

Shockingly though, the duo claimed “By traditions and customs, Nagas are conventionally indifferent to rapes,” before adding “and hence should be addressed and dealt firmly both morally and legally.”

ENPO expressed regret in the manner in which the “intolerant and frenzy mob” took law into their own hands and broke into Dimapur central jail where the accused was lodged, dragged out forcibly and lynched in full public view. The accused deserved a fair trial, ENPO stated.

While extending condolences to the bereaved family members, ENPO urged the government to find out the facts, deliver justice and restore normalcy at the earliest.

Further, ENPO appealed to all non-Nagas residing in Nagaland, irrespective of religious or cultural background, to feel safe and secure. “However, as constitutionally mandatory, all non-Nagas and fellow Indians must ensure for possessing and acquiring appropriate and qualified documents (ILPs) etc. as may so be required by administrative and legal norms and provisions,” ENPO stated.

CSUD: Condemning the atrocities and sexual assaults against women, the Chakhesang Students' Union Dimapur (CSUD) equally condemned the March 5 incident, where Sayed Farid Khan, accused of sexual assault, was “lawlessly” taken out of Central Jail by a mob, paraded naked, and tortured to death.

While rapists deserve the highest exemplary punishment permissible by law, however, taking law into one's own hand or going to such extent of “barbarism, havoc action and murder” is totally condemnable, CSUD stated. The mob violence has, besides the death of Sayed Farid Khan, caused “numerous physical injuries, loss of property, brought about mistrust and apprehension within and outside the state,” it stated.

It added that in the process of upholding law and trying to save lives, three officers have been suspended. “It would be further blunder if more hard working law enforcing personals suffer similar misfortune,” CSUD added.

In the light of the above, CSUD urged the judicial enquiry headed by District and Session Judge (Rtd.) to bring out the truth for delivering justice without prejudice.
The union expressed sympathy towards those departed and affected and appealed to all sections of society within and outside the state to maintain restraint and allow the law to take its own course of action and prevent such reoccurrence.

Eastern Nagaland organisation visit affected areas in Tuensang

Eastern Nagaland Peoples’ Organisation (ENPO) along with Eastern Nagaland Women Organisation (ENWO) and Eastern Naga Students’ Federation (ENSF) visited the affected areas concerning the situation and incidences occurring in and around Tuensang town.

The team led by the new ENPO President S. Khoiwang visited the victim families and the displaced people who are camped in temporary makeshifts and handed over donations collected from the well-wishers.

ENPO President S Khoiwang Konyak and General Secretary Manlang Phom in a press release stated, the team observed that the situation is slowly improving after the signing of bond of peace agreement at Longleng on February 24, 2015 to which the ENPO thanked the CKS and VIC for upholding the agreement by controlling their respective public.

It also observed that the victim family members and displaced masses were ready to forgive the perpetrators, and are yearning for peace and wanting to come back and re-settle in their homes, and for which they strongly urged the government for an early settlement of the issue.

The ENPO is of the view that the unfortunate situation and conflict could have been avoided had the government tackled and addressed the situation seriously in the initial stages i.e. in the month of August 2014, or even the simmering tensions prevalent in and around Chendang village and C. Saddle areas prior to the August incidence 2014.

“The present government too being bogged down in the tussle of leadership in the state had also not taken the issue seriously when the situation seriously resurged in the months of November and December last, and whereby some precious lives had been unfortunately and tragically lost and properties damaged since then,” the ENPO added.

Meanwhile, the ENPO thanked the present Tuensang district administration led by the DC and district police for their sincere efforts to bring normalcy in the region, and further requested to continue to put extra efforts for bringing peaceful and lasting atmosphere at the earliest.

ABAM supports NBCC peace mission

Meanwhile, the Ao Baptist Church Association (ABAM) has expresses profound appreciation to NBCC for the tireless effort to bring peace to the tension torn Tuensang issue. “In spite of how hard the task may be, it is encouraging to see how NBCC continue to work for peace, advocating love, brotherhood and peaceful co-existence among Naga communities,” said ABAM Executive Secretary, Rev. Dr. Mar Atsongchanger in a press release.

He said that the NBCC bold call upon “contending parties (Chang and Yimchungru) to refrain from violence and to exercise maximum restrain” as one Naga Christian family is highly commendable. “NBCC as the apex Church body in Nagaland is befitting and should continue to spearhead the people’s aspiration for peace and healthy co-existence among Naga tribes, which we strongly believe is our primary responsibility, in a time such as today,” added the Executive Secretary.

While extending support to the initiatives taken by the Council, the Executive Secretary added that ABAM is “ever ready and willing to support and work together as when our assistance is required, because it is our shared responsibility.” The Association also expressed happiness and satisfaction to the whole Chang and Yimchungru for respecting the peace initiatives taken by various organizations, as spearheaded by the NBCC. “We believe and have strong faith that something good is happening through all these efforts. We believe that our labor will not be in vain,” the Ao Baptist Church Association added. (MExN)

Eastern Naga Students Federation (ENSF) extends deadline to March 25, 2015

Eastern Naga Students Federation (ENSF) at its presidential emergency meeting on February 11, resolved do away with the stand of the government on implementation of agreement signed between ENSF and government on February 26,2013 by declaring March 25 as the deadline for implementation.

ENSF president Shahsha L. Menhahu and general secretary Honang M. Jessuhu, in a joint statement highlighted the February 26 agreement with regard to the following which the state government reportedly agreed to implement:

1. On advertisement for 362 adhoc primary teachers post, ENSF wanted to know what modality the school education department would apply for recruitment. It felt the modalities should be acceptable to ENSF and DoSE so as to avoid anomalies and irregularities.

2. On 304 teachers post under RMSA, the federation demanded that all recruitments should be completed by March 25 and that the 304 teachers be placed in schools by April 5,2015. It said the government had in 2014 assured to do so on the first day of academic session. ENSF pointed out that written tests were held in 2013 but till date, no letter for viva voce has been issued.

3. ENSF also asserted that recruitment of 161 Science and Maths teachers be open for all until such time candidate(s) from the six tribes with requisite qualification were available. ENSF also reaffirmed its stand on the November 26,2013 agreement with the home department and subsequently the meeting between the home commission and ENSF.

Questioning why “backdoor appointments” continue despite excess number of employees and financial crisis, ENSF urged upon the government to advertise 308 posts (inclusive of all ranks) on or before March 25,2015. ENSF said it temporarily called off its proposed agitation on December 1,2014 in view of the visit of the Prime Minister and also extended the deadline to January 26,2015 which was “silenced” due to recent political crisis.

However ENSF urged upon the government in good faith, to implement the agreement before the end of the 2014-15 financial year. It warned that failure to implement it by March 25 would compel it to take recourse to its own action and that its six federating units were directed to be prepared.

‘Agreement’ signed to stop violence in Tuensang: ENPO

The Eastern Nagaland Peoples’ Organisation (ENPO) today informed that a “firm agreement” has been “signed in the interest of the concerned people…” with regard to the present crisis in Tuensang. A press note from the ENPO informed that the “agreement” was signed “between the conflicting tribes declaring that, henceforth, there shall be no violence, confrontations and killing each other between us.”

Both the parties, it stated, “have also agreed to be bound by any action(s) that may be initiated by the ENPO against their tribe in the event of non-compliance to the agreement.”

The ENPO further informed that it adopted a “strong and firm resolution concerning the situations and incidences occurring in and around Tuensang town, which has originated over land dispute.” This was adopted during a general session of the ENPO held on February 24 at Longleng town, attended by various organizations.

ENSF calls upon all to ensure peace in Tuensang

 The Eastern Naga Students Federation (ENSF) has called for all sections of society to work and contribute towards facilitating peace in the Tuensang area.

A press note from the ENSF informed that it toured the affected areas from February 10 to 25 under the theme ‘Mission for Peace.’ In order to strengthen the bond within the students’ community, an oath of affirmation was taken by the Konyak Students’ Union, United Sangtam Students’ Conference, Khiamniungan Students’ Union, Phom Students’ Conference, Confederation of Chang Students’ Union and Yimchungru Akheru Arihako in the presence of all frontal rrganizations under ENPO at Longleng   on February 25.
A joint meeting convened by the ENSF on February 25 expressed sadness that as a result of the recent violence in Tuensang, “women folk still weep over the lost, children shelter less, cold & hungry, men folk searching for food in the jungle to feed their family, economy of the poor badly affected and above all, students dream shattered and disturbed.” Declaring “enough is enough”, the ENSF affirmed that “any elements that stand against the path that leads to the students’ future shall not be tolerated.” It further cautioned that “whosoever or in whosoever’s jurisdiction if such act is being repeated, the federation shall not tolerate and extreme punishment shall be imposed as per law of the land.”      

It further stated that “provocative and instigative press statement should be refrained” and directed the respective tribe and students’ bodies to “control all societies/groups/union and individuals within its fold.”
It further appealed to the media to extend cooperation in practicing restraint with regard to publishing press statements which disturb communal harmony and the peace process.

The ENSF then appealed to all Naga political groups to “abstain or refrain from being involved on the present conflict either on its tribal line or its organisation.” It asked that the Naga political groups “cooperate and vacate the present conflict zone as defined and demarcated by the government immediately and without delay.” “Any cadres or members from any NPG, either on its government’s duty or at his self vested and mooted   interest is found to be involved, then the parent organisation shall be held accountable for such act committed,” the ENSF said. Failure to cooperate with this call, the federation cautioned would compel it to “issue non cooperation within its jurisdiction.”

On account of the “mass student exodus” from educational institution from Tuensang town, the federation urged all institutions across the state (both govt & private) to consider admission of those students on special ground. It recommended that the representation submitted by the Yimchungru Akheru Arihako (YAA) be fulfilled without delay. It also asked the state government to strengthen and establish education institutions at Shamatore & Chessore so as to accommodate the displaced students immediately.

The ENSF also extended full cooperation to the ENPO and the state government to facilitate peace. It then asked the public “not to politicize C/Saddle issue” and affirmed that the federation “will support people’s aspiration for self determination if it is free from infliction or hampers somebody’s aspiration.” The ENSF further urged all sector unions and citizens of Tuensang Town to immediately initiate measures for creating an atmosphere where “bonafide citizens displaced from Tuensang can safely return to their respective homes.”

In continuation of its effort, the ENSF will undertake the 2nd phase of its tour ‘Mission for Peace’ to all the affected areas by March 5.

Survey conducted in Mon & Longleng

Directorate of Economics & Statistics has conducted sample survey to study the underlying probable reasons on the low sex ratio in Mon and Longleng districts.

In India, population census defines sex ratio as the number of female per 1000 male by residence. As per 2011 population census, these two districts viz. Mon and Longleng have the lowest sex ratio in compared with the other districts in the State.

It is to be noted that as per the 2011, population census, sex ratio for Nagaland stands at 931. However, Mon and Longleng districts recorded sex ratio of  899 and 905 respectively, which is below the State average as well as the national average of 943.

The survey was conducted in the third week of February 2015. A total number of 19 villages including 5 from Longleng and 14 from Mon district were covered on the basis of sample drawn across these two districts.

The team from the Directorate was led by Neisatuo Puro, Assistant Director, and Charles N Kikon, Assistant Director, along with Neyshoto Nyuthe, Statistical Officer, Ms. Holivi Chophi, Statistical Officer, and host of technical staff from the Directorate Office and from the District Statistical Offices of Mon and Longleng.

The low sex ratio in the two districts could be caused by several factors such as social practices, gender biasness, illiteracy, biological etc. The survey was conducted to gather information on those parameters which are essential for deriving the sex ration of the selected sample villages and to comprehensively analyze the issues leading to skewed sex ratio.

More appeal for peace in Tuensang

Peace Channel (PC) and People’s Forum for Peace (PFP) have appealed both the Chang and Yimchunger tribes to resolve the conflict in a peaceful and true Christian.

Expressing serious concern over the sufferings of the public especially the women, students and children caused by the prevailing, Peace Channel Director Fr. CP Anto and the spokesman of People’s Forum Peace Solomon L Awomi have appealed to both the communities to look into the matter with an eye of God. “Forgiving each other and dialogue is the best policy to resolve a conflict,” the joint statement said.

It has urged all to unite and work together for brothers and sisters who are in need at this hour. It expressed apprehension that it might infect the future generation with communal grudges if it is solved amicable.

It has fervently appealed to both the conflicting communities to resolve the conflict with love, understanding and instill peace in everyone who were hurt physically, mentally, emotionally and retrieve the lost peaceful atmosphere.

In a related statement, Eastern Nagaland Peoples’ Union Kohima (ENPUK) has appealed both Chang and Yimchunger communities to shun violence and strive for harmonious co-existence as one family in Christ Jesus and refrain from further escalation of conflict. The call for peace was made during its emergency meeting held in the residence of its treasurer on February 15 attended by tribal presidents under ENPUK. The union stated that they have been living together as one amalgamation since time immemorial and would be so till the end.

ENPUK further appealed both the communities not to entertain or allow any visitors /guest from the respective tribes with the evil intention to escalate the tension beyond boundary. The union also instructed their respective union members in and around Kohima not to indulge in any manner against each other but to exercise utmost restraint and maintain calm and tranquility among them.
The Union president David Sangtam and the general secretary V Chingmei Phom advised its members to report to ENPUK office immediately in the event of any conflict for timely intervention. (NP)

Ao Senden appeals Changs, Yimchungrus in Mokokchung

On February 21,2015 the Ao Senden had convened a joint meeting with Chang and Yimchunger communities in Mokokchung where the prevailing situation arising at Tuensang was deliberated upon.

According to Ao Senden president Prof.Sangyu Yaden and general secretary Tsupong Longchar, the Senden expressed deep anguish over the incidents and indicated its readiness to facilitate a peace process.

The joint meeting also shared the need for a concerted effort to find a peaceful settlement between the two tribes. Senden said though the situation had escalated in Tuensang due to dispute between the two tribes,it cautioned the two tribes from creating any situation in Mokokchung. The Senden also informed both communities that failure to comply with the directive, would compel it to take its own course of action where befitting punishment would be awarded to those who violate its directive.

According to the news report in Nagaland Post, the Eastern Naga Students’ Union Dimapur (ENSUD) has notified that nomination for ENSUD new team for the tenure 2015-18 have started. Interested persons are asked to contact their respective tribal units on or before March 7 to get details of nomination.

All the churches are requested to cooperate with the directives sent by their respective associations.

One held with arms in Tuensang

A joint team of Tuensang police and IRB personnel along with the district administration conducted search in various colonies in Tuensang town and seized one .22 pistol and three rounds from the possession of one Yanzang Chang (25), son of late Kechingkhum of Sipongsang village and a resident of Old Medical Colony, Tuensang, on February 18.

Besides, the joint team sizeable quantity of IMFL and local brew which were destroyed in the presence of the magistrate. The arrested person has been booked under Arms Act in PS Tuensang and necessary investigation has been taken up.

Meanwhile, IGP(R) Nagaland and DIG (R), Dimapur, have reached Tuensang and held security co-ordination meeting with the district administration, paramilitary forces and the police.  The police and the district administration are strictly monitoring the situation and it was brought to the notice of concerned citizens that the police be informed of any movement of armed miscreants and suspected person/vehicles in and around the town. Such activities and act of violence would not be tolerated and strict action would be taken against such persons.

Kiphire Ward Union appeals public

The 11 Wards Union Kiphire has appealed to the public of Kiphire town not to take any tribe name in creating untoward situation in the town, while it also warned that action would be taken against anyone or group violating the appeal. The Union has extended full support to the decision taken by the Kiphire district administration during the meeting in the DC conference hall on February 9 with all the tribal leaders/ GBs/ DBs forum/ HoDs/ chairmen of all wards in Kiphire with appeal for peace in Tuensang.

The Union also requested the two brothers (Yimchunger and Chang) to forgive and forget about the past as a good Christian and to solve the issue through dialogue and to maintain peace in Tuensang district.

Convener and Member Secretary said the decision to this effect was taken in its meeting on February 1. He said for the upcoming annual Monyü festival, DPU has constituted an organizing committee with Manlang Phom as the convener and Philip Büchem as member secretary.

AR, IRB conduct joint operations in Tuensang town

As revealed by Nagaland Post, that the state government has finally decided to deal with unlawful acts of murder and mayhem, with a heavy hand through proactive steps to enforce rule of law in Tuensang, IRB and Assam Rifles personnel conducted a joint operation Sunday morning to sanitize the area.

In separate incidents, three persons in Tuensang town were found in possession of arms, ammunition and liquor, stated a press communiqué issued by Addl. SP and PRO Tuensang Police.

In the first operation, IRB and Assam Rifles party, two persons were arrested alongwith arms, ammunition and liquor. Earlier in another operation, Mahila IRB personnel while conducting MVCP in the town area, arrested one person found in possession of two country made pistols.
 Tuensang police have registered various cases under Arms Act, Explosive Substance Act and NLTP Act in connection with the arrests and seizure.

ASP and PRO disclosed that on February 14, on receipt of information regarding abduction of a boy, police force rushed to the spot and recovered the dead body of a 15-year old boy, a student of class IX who was shot death. The victim was identified as one “Lamji Chingmak Chang” and a case under various sections of the IPC and Arms Act has been registered.

Nine people have been picked as suspects in connection with the murder, the PRO said. When news of the killing spread, a large mob gathered at the DC’s office in Tuensang and began ransacking and vandalizing the office.
The mob also pelted stones at a police party and in the process, the windshield of the SP’s vehicle and a police truck were damaged.
Police had to resort to firing in order to disperse the mob during which four were injured and taken to hospital and released after being given medical attention.

Advisory: State government has issued an advisory on the media correspondents and reporters, to exercise restraint while reporting on the sensitive and volatile issue by first getting confirmation of all reports from the authorities involved, before publishing or telecasting the reports. Further, the government also advised media to avoid statements of individuals or organistions having communal or provocative nature, in the interest of public peace in Tuensang district, stated a report from DIPR.

The government issued the advisory since the situation in Tuensang district continues remain tense and uncertain. It stated that despite efforts of the state government, civil societies and NGOs to contain the situation, the spread of rumours and unconfirmed and exaggerated reports on incidents had not helped in restoring normalcy. The government said if such continued, then it could even lead to another flare up. It therefore, appealed to all citizens to maintain calm and guard against spread of rumours and utterances of communal or provocative statements.

USSC appeals: United Sangtam Students’ Conference (USSC) Sunday appealed the Tuensang district administration “not to relax” the curfew imposed till the class 10 and 12 examinations are over.
Further, in a press release, USSC vice president Thrikyuse Sangtam and asst. general secretary Lipong Mongzar appealed the “Chang and Yimchung brothers” to maintain peace in the interest of the community as a whole and most importantly in view of the examination.

Student killed in Tuensang; mob ransacks DC’s office

Tuensang town was again shattered out of its period of uneasy calm, when a mob ransacked the office of the Deputy Commissioner and also reportedly fired several shot at the office of the Superintendent of Police in the evening following the alleged abduction and killing of a boy from a nearby village and a student of class IX earlier on Saturday afternoon.
A total of nine persons have been arrested by police following the incidents.

Meanwhile, a High Level Security Coordination meeting chaired by the chief secretary and senior civil and police officials Saturday, reviewed the worsening situation in Tuensang after the morning’s incident, reports DIPR

The official bulletin stated that the government took a serious note of the development in the district especially the killing of the student after the visit of the ministerial team. In view of the worsening situation, the state government has decided to take additional measures to book those involved in disturbing the peace so as to control the situation. In this regard, the state government has decided to set up a Joint Control Room involving the civil, police and paramilitary forces so as to complement the efforts to control the worsening situation and maintain peace.

It may be recalled, that the District Administration had imposed curfew under Section 144 Cr P.C. on February 8 and had it relaxed it on February 12, after the situation was brought under control.
Coincidentally, Saturday’s violence in Tuensang town came after the visit of a high level ministerial team went to take stock of the situation in Tuensang and Shamator. The ministerial team left Tuensang in the morning after which the incident reportedly occurred.

Earlier on February 4, a high level official team comprising of Addl.Chief Secretary, Home Commissioner and DG Police visited the area to address the worsening situation.
Then on February 6, two days after the visit of the high level team, two persons were killed in separate incidents in Chingmellen and Tuensang town.

The state government had on February 6, announced ex-gratia of Rs. one lakh for both killed in the incidents.
Besides ex-gratia, the state government had also announced a slew of measures such a restrictions on activities in the disputed areas, compulsory deposit of all arms and ammunition and relief to the affected etc.

The state government, after a marathon meeting on February 6 between chief minister T.R. Zeliang, chief secretary, home commissioner, DGP and other officials also constituted a Special Investigation Team (SIT) to probe the incidents that had led to loss of lives and properties.

Meanwhile, official sources have told Nagaland Post, that the state government has decided that “enough is enough” and that a strong message would be sent to those who continue to take the law into their own hands.

The state government has reportedly rushed additional forces to Tuensang during the recent days and with directives to brook no interference while enforcing the rule of law. It was also disclosed that police with support of paramilitary forces would soon chalk out a strategy to launch a proactive intervention so as to prevent armed militias and their supporters from hijacking the authority of the legally established government. No person from which tribe or organisation, who continue to involve in provocative or criminal activity will be tolerated and that the government would deal with them with a heavy hand, the sources said.
Many families have fled Tuensang town during the past few weeks in the wake of the disturbances and threats.

‘Rusted minds’ dismantling dreams of students: ENSF

Reiterating its stand taken “without bias and favouritism” Eastern Naga Students Federation (ENSF) through its president Shahsha L. Menahu and general secretary Honang M. Jessuhu, has expressed shock and sadness to witness the cruelty inflicted on students which had led to loss of precious souls.
 ENSF pointed out that the present situation was “ignited and got inflamed over a tiny dot of land” which has polluted and shattered the minds and dreams of thousands of students who cradled the vision with pride “ to lead and reform the society”. ENSF blamed “the old locked and rusted minds” for dismantling the dreams of students and whose “ill thoughts and actions” have silenced the federation in protecting students from such cruelties.

 The ENSF condemned those who were involved in disturbing the academic career of thousands of students and above all, the killing of Chongma and Ramchi Chingmak both class IX students of St. Joseph’s School Tuensang. The federation conveyed heartfelt condolences to the bereaved families and prayed that justice of peace and comfort from above.

Further, ENSF has also appealed to the state government to thoroughly investigate and arrest all those responsible and involved in the issues and that justice be delivered without delay. The federation also appealed to both tribes involved to extend their support as it strived to bring peace in the strife-torn region. It also called upon intellectuals and church leaders to involve themselves in restoring normalcy through forgiveness and tolerance.

Curfew relaxed in Tuensang town

With law and order situation gradually improving, the district magistrate (DM) Tuensang has relaxed the curfew imposed in Tuensang town.

In a press release, DM Alem Jongshi has informed that the promulgation of Section 144 CrPc and imposition of curfew during the day has been lifted with effect from 5 a.m. February 12, 2015.
In an order, the district magistrate however, stated that the same order would remain enforced from dusk to dawn – from 5 p.m. to 6 a.m. during night – till further order.

The order directed the public to remain indoors during the curfew hours at night and cautioned that failure to abide by the order would attract penal action as per law.

It maybe mentioned that the Tuensang district magistrate vide order dated February 8, 2015 had promulgated Section 144 CrPc and Curfew in and around Tuensang town follwing the volatile situation.

Appeal to Chang and Yimchungru tribes

P. Longon: State Health and Family Welfare minister, P. Longon has appealed to both the Chang and Yimchunger tribes in Tuensang district to maintain utmost restraint at any cost to prevail a peaceful atmosphere for all.

In a press release, Longon said that the ongoing crisis could have been prevented, if all had reasoned together and acted upon the situation through negotiation before allowing the situation going out of hand. “We have to blame ourselves and not others”, he added. Since all have been dragged into the crisis, Longon said everyone has to come out of it. “We cannot expect others to rescue us, but we have to come from this situation by ourselves” and also with the help of the state government machineries, he said.

He said that the government was trying its best to contain the situation by alerting all government agencies, deployment of additional forces and seizure of arms in the affected areas and villages.
“I therefore appealed to all my district people particularly Chang and Yimchunger to cooperate with the government machineries and restrain from further violent activities”, he said. Stating that there has been “matrimonial relations” passed down for generations between the villages, he also reminded that people needed to learn how fore-fathers had lived in peaceful co-existence for generations.

Though people practiced head-hunting in olden days it brought nothing good to the society, rather Longon said it only brought curse for generations. Citing these reasons, he said times have changed and as Christians today, people need to refrain from going back to such culture. As Christian faith propagates, we need to love one another and also love our enemies, he added.

Moreover, Longon appealed to people that as the board exams have already commenced, creation of unwanted situation would only hamper the career and future of the students. Stating that this was the most crucial time of their lives (students), Longon said nothing should hamper their future. Further, Longon said everyone one should ask for forgiveness from almighty God for all the wrong doings and also resolve the issues and pray for peace in Tuensang and the state.

SBTA: Expressing deep pain at the turn of events following the conflict between the brethrens of Chang and Yimchunger tribes, the Sümi Baptist Theological Association (SBTA) Wednesday asserted “killing each other is not a solution at all”, adding that if that was so then the Naga imbroglio could have been solved long time ago.

In a press release, SBTA information and publicity secretary Tokato K. Yeptho stated that further escalation of the conflict must not be created and that everyone must work towards the solution to the vexed conflict.  The association urged upon the citizens of Tuensang to go the extra mile looking for an early solution and continue to co-exist peacefully as has been always, especially Changs and Yimchungers.

SBTA suggested veteran leaders reason out with the “amateurs” and disallow such conflict pass on to the next generation. As a follower of Christ, the association called for a renewed friendship and family ties with one another through forgiveness in the spirit of Christianity.

Meanwhile, the association also urged upon the state machinery to leave no stone unturned to find a lasting solution and implement necessary actions according to the law of the land to avoid similar event in the future. Lastly, SBTA appealed to the leaders and members of both Chang Khulei Setshang (CKS) and Yimchungru Tribe Council (YTC) to find an early solution and stop escalation of the conflict.

District Health Society (DHS) Kiphire holds health mela at Mimi village

District Health Society (DHS), Kiphire organised one day health mela at Mimi Village, one of the remotest villages in Nagaland.

DHS team led by CMO Kiphire Dr. Ponsokui included Dy. CMO Dr. Tinurenla, DPO ( RCH & UIP ) Dr.Rebecca Y Sema, MO Dr. Chukuse, Dentist Dr. Akhuole, MO (SHP) Dr.Amos, MO (RBSK) Dr. M akum, DPO (DAPCU) Tsiatsuvi, nurses, IEC staff and lab technicians.

Altogether, 246 patients availed free health service, which included 36 eye patients, pediatrics -69, general medicine 98, gynecological 22 and dental 21. Even the Naga-Burmese availed health service during the camp.

Immunization service was also availed for children and pregnant mothers. IEC materials were distributed to the villagers.

ENSF blames govt for Tuensang incidents

While strongly condemning the incident on February 6 at Chingmelen village and Tuensang town that resulted in the deaths of two precious lives, Eastern Nagaland Students Federation (ENSF) stated that had the government immediately implemented the ENPO Peace Committee’s recommendation (Longkhim Peace Agreement) on January 21, 2015 the “turmoil and tense situation could have been prevented”.

ENSF president Shahsha L.Menhahu and assistant general secretary Tongpongchuba Chang revealed that when the federation attempted to bring understanding between the two villages since November last year, learnt that the two villages had expressed displeasure over the administration’s lack of timely intervention and delay of justice. ENSF also pointed out that whenever issues arose, the district administration used to shift responsibilities on tribal organisations. When the state cabinet visited Tuensang on December 13,2014, ENSF said it questioned the state government as to who was supposed to run the district-whether the tribal students or government- and asserted that the government to “go back if it cannot run the district.”

To substantiate the issue, ENSF said the Peace Committee was constituted at Longleng on January 12,2015 to enquire into the ongoing tense situation at Longleng. In accordance with its objective, the Peace Committee toured the entire affected areas since January 17,2015 which culminated in the signing of the ‘Longkhim Peace Agreement’ on January 21,2015 by all parties involved after thorough study on the issue in order to bring peace to the district. Further, ENSF said on the evening of January 21, the committee submitted its recommendations to the authority for immediate and necessary action. However, ENSF said, the order on restriction of movement of arms, as recommended, came into effect only on February 7,2015. ENSF said it failed to understand why precautionary measures, recommended by the Peace Committee “could not be implemented on time, which otherwise could have prevented the present situation.”

However, ENSF expressed appreciation on the “tireless efforts made by the district administration” and reposed its faith that the law enforcement agencies would bring culprits responsible for the crimes to book and punished as per the law of the land in order to restore trust among people.
ENSF also appealed to citizens of Tuensang district to “strictly cooperate” with the order issued by the district administration and maintain calm at a time when students were appearing exams. It also opined that elected members of Tuensang district be not confined to their respected camps and “come back with sugar coated mouths only during elections” for votes from the people who “are suffering at this juncture.”

Organizations appeal

Ao Senden: Apex body of the Ao community, the Ao Senden, has expressed deep anguish over the Tuensang incidents where two persons were killed including a minor boy. In a press release, Ao Senden president Prof. Sangyu Yaden and asst. general secretary M. Temsu jamir said: “Our default should not be the reason for the violence- why it has lead to loss of precious lives? Violence is not the answer, if there is any dispute dialogue is the only answer.”
The Senden urged the government officials and law enforcing agencies to “take emergency stringent preventive measures” in order to solve the disputes between the two communities before further delay. As Christian brothers, the Senden appealed to all the citizens of Tuensang district to shun all forms of violence and killings. Any issue can be resolved by sitting across the table and not through such means of violence, the Senden added.

Kiphire: joint meeting of the district administration, police of Kiphire with various organisations of Kiphire, has resolved to appeal to both Changs and Yimchungru tribes in Tuensang, to maintain peace and calm and also appealed to both communities to settle the issue amicably in Christian spirit and in the interest of peaceful co-existence. Stating this through a communiqué, the DC Kihpire said the resolutions were adopted at the joint meeting with USLP, ESSH, DBs & GBs Joint Forum and all ward chairmen of Kiphire headquarters on Monday.

SVC denies involvement
Sotokur Village Council, while denying its involvement in the killing of a minor boy namely Chongma Chang, son of Sibong Chang of Chinglelen village, has condemned the act and conveyed condolence to the bereaved family.

With regard to the kidnapping of a mother and her child, Sotokur head GB Yankinba, said the village council, village guard and pastor had tried to rescue them after receiving information that they were kept in Government Middle School, Sotokur village. The head GB also stated that the villagers had informed neighbouring Yimchunger villages and the Yimchunger Tribal Council (YTC) to safely send them back to their village with a caution that no harm should come over to them. The head GB also stated that it was only after the information and request made by Sotokur village council that both the mother and her child were handed over to Shamator ADC. Sotokur village council  said they were shocked and hurt by the accusation made in some section of the local dailies.

In this connection, it has requested all concerned to collect right information before making any accusation as it might disturb the peace and harmony of the village. Meanwhile, it has thanked the neighbouring villages and ADC Shamator for the safe return of the mother and the child.

Khiamniungan Union Dimapur (KUD) has informed all Khiamniungan citizens residing within Dimapur district to get registered with the union. In a press release, union informed that domestic helpers residing with families of other communities to get registered with the union. Further, KUD informed guardians of domestic helpers to ensure that their wards were registered with the union, failing with the guardians would be held responsible in case of any untoward incident involving their ward. Students have been requested to register with the Khiamniungan Students’ Union Dimapur (KSUD).

NBCC bids adieu to outgoing officials

Nagaland Baptist Church Council (NBCC), on its 4th and final day of the convention, bade adieu to its general secretary, Rev. Dr. L Anjo Keikung, and the women secretary, Rev. Tosinaro, who would be relinquishing their respective post soon.

Referring to Rev. Dr. Anjo Keikung and his family, the NBCC said ‘A good father built good home and a good mother fills it with love and warmth.’ Further crediting him with many accomplishments, NBCC termed him as a man of vision, a good planner, good in networking, development and social activities. He is also a good warrior and a man of action, added the NBCC.

Meanwhile, appreciating and thanking Rev. Toshinaro for rendering her service, the NBCC said she has the quality of all fruits of the spirit. She lives single life, fully committed in serving the Lord, it said.

It may be mentioned that Rev. Dr. L Anjo Keikung, on the invitation of the NBCC, served as the Director of the Nagaland Missions Movement (NMM) from February 2004 to 2009. Later in the same year, he was elected to the post of general secretary, NBCC, on March 2009. He also served as the chairman of the serving Mission, North East India. He is a member of the Theological Education & Leadership Development Commission and Environment and peace Commission of the BWA.
Rev. Toshinaro, a member of Dimapur Ao Baptist Church, joined NBCC to hold the post of women secretary in February 2005. She had served as the women secretary of Ao Baptist Arogo Mungdang (ABAM), before she joined the NBCC

Meanwhile, the fourth day of the 20th NBCC Triennial Convention began with the morning worship service led by Rev. Vitoshe Swu, executive secretary of WSBAK, while Rev. Judith K Fackenthal delivered the message. Bible Reading and prayer was offered by Rev. Dr. Dhanbir Rai, while greetings were brought to the congregation by Rev. Bonny Resu, general secretary of APBF, and MLA Noke Wangnao. Special numbers were presented by choir of Konyak Baptist Church Mon, Clark Theological College and NBCC staff.

The service was followed with a darewell programme for outgoing general secretary NBCC Rev. Dr. L. Anjo Keikung and the women secretary Rev. Tozhinaro.

Speeches were  made by Rev. P. Bonny Resu, Rev. Dr. Solomon Rongpi and Vikuo Rhi. Special blessings was pronounced Rev. C Lima Sangtam, president NBCC after a farewell song by NBCC staff.

The closing service was led by Rev. Vilodi Sakhrie, pastor Town Baptist, and the message was shared by Rev. Dr. Reid S Trulson. Special songs were presented by the choirs of Oriental College, Yangli and Mon Theological College.  Installation of the new office bearers was conducted by Rev. Bonny Resu.

Curfew re-imposed in Tuensang town with partial modification

In partial modification of the office order dated February 6 and in view of the prevailing law and order situation in and around Tuensang town, promulgation of Sec. 144 CrPC and curfew has been re-imposed with immediate effect. Informing this in a statement, DC & DM Tuensang Alem Jongshi said that the “following order would come into force with immediate effect until further orders”:
1. All students in uniform appearing HSLC/HSSLC and degree exams are exempted from the purview of the curfew. Students are directed to carry their admit cards for the same.
2. Essential vehicles—Medical, Power, PHED and milkmen are exempted from the purview of this order.
3. Ingress and egress of public transport— zonal taxis etc. would be permitted from 6 a.m. to 7 a.m. and 3 p.m. to 4 p.m., goods laden vehicles carrying essential commodities would be permitted entry from 5 a.m. to 7 a.m.
4. Government servants on bonafied duty are exempted on showing official government identity card.
5. Movement of public—individuals for urgent/emergency purpose including funeral procession would be permitted after acquiring special permit from the ADC, Tuensang Hq. DM has further cautioned that anyone failing to abide by the order would attract penal action as per the law.


MLAs, HM & others appeal
In a joint appeal, the elected representatives-- parliamentary secretaries (Horticulture), Kejong Chang of Tuensang Sadar-II 54 A/C; (CAWD, E&S) R. Tohanba Yimchunger of Shamatore-Chessore 58 A/C and MLA & chairman (NBRM) Toyang Changkong Chang of Tuensang Sadar-I 53 A/C have appealed the Chang and Yimchunger communities to exercise maximum restraint and honor the peace as desired by all the denizens of Tuensang.
Stating that since time immemorial, Changs and Yimchungers have shared a cordial relationship of brotherhood and peaceful co-existence, the representatives however expressed anguish to notice the painful and disturbing violent incidents where precious lives were lost and properties damaged.
Condemning the incidents, they reminded that “hatred and violence has no place today in a civilized society.”
Observing that the incidents were an outright abrogation of law, creating fear and doubt amongst the people, the representatives asserted that it was “during such undesirable times, that our social cohesiveness for centuries should be exemplified”.
They opined that any misunderstanding needed to be settled amicably through dialogue, with a spirit of tolerance and forgiveness as true Christians. “We should collectively build our society so that our coming generations live and yield the seed of peace that we sow today,” they said.
With sincere hope and prayers, they appealed both the communities to exert their good thoughts into fruitful actions, adding, “Our contribution for a progressive society is the need of the hour and this should be honoured.”


HM: While expressing deep concern over the misunderstanding between two villages in Tuensang district that sparked like wild fire, Nagaland home minister Y. Patton appealed the villages engrossed with the present conflict to resolve the matter amicably.
Stating that the unfortunate turn of events could have been avoided, Patton urged citizens of Tuensang district not to make the present crisis “as a clash between the communities/tribes” and at the same time appealed the civil societies and all like- minded people to intervene so as to restore normalcy.
“Nagas by tradition are peace loving people and we are known for resolving our differences through negotiations and peaceful means”, he added.
“It is also a fact that we come from a generation where dominance of one village by another village is prominent throughout the ages as we take pride of dominating each other because of the fact that we live in a world where no external forces conquer us in the past”, he said.
Though we take pride in upholding the village republic, an independent nation in our context, Patton however said with the change of time and world becoming a global village, we need to move along with the advancement of the world community.
He further assured that the state government would do whatever it can within its disposal to protect the life and properties of all its citizens affected by the recent conflict.
He said that the district administration has been directed to take all necessary measures to curtail all kinds of attempt by anti-social elements to flare up the situations.


NSF: Expressing concern over the recent incidents in Tuensang district, where precious lives were lost and left the entire populace unrest and agonized, Naga Student’s Federation (NSF) NSF president Tongpang Ozukum and asst. General secretary Christopher Ltu in a press release said that such violence would have far reaching consequences if serious measure were not taken into account to amicably resolve through spirit of brotherhood.
NSF appealed to the conflicting villages, prominent leaders and churches of the effected villages to shun violence and try to amicably resolve the issues in true Christian spirit.
It also urged citizens of Tuensang district to maintain utmost restraint so as not to escalate issue but continue to work for peace and harmony among the people of the district.


KSUD: Konyak Students Union Dimapur (KSUD) has expressed strong condemnation over the killing of late Chongma Chang and Chipong Yimchunger on February 6 in Tuensang.
KSUD through its vice president Sangti Konyak also expressed grief over witnessing conflict in the district that had paralysed the peaceful environment during the past weeks.
KSUD said it was confident that efforts of tribal leaders, student bodies, young intellectuals from both tribes, ENSF, ENPO and ENWO would restore peace and understanding among the two tribes. The Union also urged upon individuals and organisations to continue with playing active role in shedding light on the issue and to promote a peaceful solution at the earliest.
KSUD expressed condolences to the bereaved family members and outrage at the “abhorrent ferocity” committed on “our own family.”

POLICE ARREST 3 WITH BOMBS, PISTOL & AMMUNITION

In apprehension of situation likely to escalate, the Tuensang district magistrate February 6 promulgated Section 144 CrPc and imposed 36-hour curfew in and around Tuensang town with immediate effect till 6 a.m. of February 8, 2015.
The district magistrate has directed all public to stay indoors during the curfew hours and cautioned that any person found violating the order would be penalised as per law.

In a press release, district magistrate Alem Jongshi stated that public peace and security was badly shaken due to breakdown of law and order in Chingmellen and Sotokur village. According to district magistrate, with reports of violent outrage mob leading to further breakdown of peace and tranquillity in Tuensang town endangering human life and property, Section 144 CrPc was re-imposed with immediate effect.
It maybe mentioned that on February 6, two persons were killed that included a minor boy in acts of violence in Tunesang.
In what was seen as a retaliation, a mob reportedly attacked a policeman in Tuensang town. The victim was rushed to the hospital but was dragged out and hacked to death. Armed police forces were rushed to Tuensang while central paramilitary forces were also asked to be on stand by.
3 held with bombs, pistol and ammunition: Tuensang police arrested three persons along with one pistol (.22 country made), ammunitions and country made pipe bombs on February 6.
In a press release, Addl. SP & PRO Tuensang said that one person identified as Chingmak Chang (50) son of late Among Chang, v/o Sangdak, PO/PS-Noksen, Tuensang district was arrested with one .22 country-made pistol with six live rounds while conducting MVCP by police personnel
.
In another incident, police said one Shitoba Yim (33) son of Hanso, village-Y/anner, PO/PS- Shamator, Tuensang was arrested with two country made pipe-bombs along with an accomplice identified as one Tsuba Yim (23) son of Kenuba, v/o Sangpur, PO/PS Shamator, Tuensang.
A case has been registered under Arms Act and Explosive Substance Act r/w 34 IPC on February 7, PRO informed.

Tension Situation Flared Up Again in Tuensang

After relapsing into simmering tension, following acts of violence and arson in Tuensang during the past several weeks, the situation again flared up Friday when two persons, that included a minor boy, were reportedly killed in acts of violence.
Additional two companies of armed police forces have been rushed to Tuensang while central paramilitary forces were also asked to be on stand by.
According to official sources, a minor boy of a nearby village was killed during an attack on the  village by some elements.
A mother and minor child who were taken hostage were later released at the intervention of an apex tribal body.
However, the incident served to inflame passions and in what was seen as a retaliation, a mob reportedly attacked a policeman in the afternoon in Tuensang town.
It was reported that the victim was rushed to the hospital but was dragged out and hacked to death.
Meanwhile, a high level security meeting was held in Kohima Friday where the chief minister T.R. Zeliang held a marathon review meeting with senior civil and police officials to take stock of the situation in Tuensang.

State govt. issues directive
Meanwhile, the state government has announced a slew of measure aimed at restoring normalcy in Tuensang district, stated a press release issued by additional chief secretary and home commissioner Friday.
The government has announced the following measures:
1. Ex-gratia of Rs. One lakh has been announced for the person killed on February 6, 2015.
2. The District Administration shall take action for deposit of all arms and ammunition in the affected area.
3. Bond/undertaking will be obtained from the villages in the affected area for maintaining peace under appropriate provision of law.
4. No activity by public shall be permitted in the disputed area near Chendang saddle. The District Administration shall submit a survey report of the disputed area to the Government.
5. District Administration shall send comprehensive proposal for provision of relief or the property destroyed/damaged in Tuensang Town and Chendang Saddle.
The Commissioner, Nagaland has been asked to take necessary action accordingly.
The release also informed that the DG Police has been requested to constitute a new Special Investigation Team (SIT) to probe the incidents that led to loss of life and property.
