100MVA transformer arrives Dimapur

With the arrival of the much talked about 100MVA 132/66 KV power transformer at the State Load Dispatch Centre (SLDC), Dimapur transmission division Wednesday, there might be some reprieve to power transmission woes in the state.
The 100MVA transformer, ordered in 2011, September, was ferried all the way from Vadodara, Gujarat to Nagaland.
According to transmission division sources, the complete installation of the new transformer was likely to take more than two months.
Dimapur transmission division executive engineer Atoho Jakhalu expressed the hope that the new 100MVA transformer would be able to mitigate transmission issues being faced by the state.
Er. Atoho however pointed out that stable power supply depended on availability of power. As against the peak demand of 110MW, the current availability of the state was only 40MW.
He said that power woes in the state could be adequately addressed if there was enough supply besides taking care of the “downstream” transmission bottlenecks.
Once installed, it would replace the “stand-by 25 MVA transformer” which was taken from Mokokchung and the latter would be relocated to Mokokchung from where it was brought.
It might be recalled that Ao Students’ Conference (AKM) had also demanded to bring back the 25 MVA transformer as it was taken to Dimapur before the same could be installed and commissioned.
Kipili mulls reviving abandoned Hungrangke project
Parliamentary secretary for power, C. Kipili Sangtam Thursday visited the long abandoned Hurangke power project which was constructed over 20 years back and assured to help revive it.
Constructed in 1980s for a capacity of 1.5 MV, some 14 core rupees have been spent on the project but the same abandoned reportedly due to lack of fund.
Kipili who trekked over 10 kms on foot along the project channel said, “We did not come here just to see or for trekking purpose, but we will try to find out something for this project to be a functional one.”
He said that due to shortage of water, Nagaland was facing power shortfall. He disclosed that the state had purchased 20 MV power recently which would mitigate current power crisis in the state. He also appealed the public to use the electricity judiciously and economically as “power is life.”
He also asked the department officials to submit a report on the project so as to resume work.
After visiting the project, there was a short formal programme at the project site. The programme was chaired by T.Yanpvuthung Kikon ADC Shamator.
Speeches were delivered by T.Tohanba Parliamentary Secretary CAWD, SE Power Kohima and YAA official. Kipili was accompanied by officials of Power department from Kohima, district administration Kiphire and NPF party leaders.

ENGOA condemns Kiphire incident
The Eastern Nagaland Gazetted Officers Association (ENGOA) vehemently condemned the April 28 incident in Kiphire where the official residence of Deputy Commissioner and vehicles belonging to district administration and police were burnt down by “unruly” mob, following harassment of innocent youths by the Assam Rifles during routine duty.
A press statement issued by ENGOA Secretary, Information & Publicity affirmed that the Assam Rifles “who claim themselves as the ‘Friends of the Hill People’ in this particular case have turned out to be enemies of the hill people.” It suggested that the AR should maintain their sanctity while dealing with the people.
However, it stated that the action of the mob in burning government properties including the residence of Deputy Commissioner is unbecoming and condemnable by every right thinking people. “Public should have resorted to the democratic norm of protest against armed personnel of Assam Rifles or any other armed set up, as none is above the law.”

Enrollment under RSBY scheme in Longleng
Labour department has notified that enrollment plan layout under RSBY Scheme Phase-III for BPL and AAY families and MNREGA job card holders in Longleng would be carried out effect from May 25.
The department further mentioned that since the enrollment team cannot visit a particular ward for more than once, all the villages, compound and headquater authorities have been requested to organize for enrollment of all families enlisted in BPL and AAY categories and be positively present on the day scheduled for the village/compound/headquarter etc.

Power of Language: Language can create both peace & violence
This article aims neither to create any conflicts nor to retaliate to the sharing perspective of the two leaders of the Yhome clan. It is instead, a response to clarify what I feel is the misunderstanding of our neighbors on the incident which took place in Kiphire. Sharing perspective ventilates our grievances that one can hear and understand the feelings of the other person and I acknowledge the feelings of the two representatives of the Yhome clan for the last week article which clarifies the solidarity of the community in general. Such ventilation helps people to convey one’s grievances to the other people, but in what way can we ventilate our grievances to lead us to a sustainable transformation than enmity among ourselves?
Anderson, in Language and power says how language plays a significant role in the context of the society for the younger generation in shaping young national, political, social and cultural consciousness. He sees that new language need to be developed in the modern society where culture, politics, modernization and religion can be incorporated for the communication among the citizens (Anderson, 1990, p.124). One’s language plays a vital role in creating both conflict and peace. The use of language is as sensitive as the flame that catches any gas which provokes the situation into something unhealthy. Having this consciousness in our hearts and minds of intellectual, layperson and activists from any communities, we shall continue to develop a language of construction than destruction among our own people. We are all part of the problem and solution in any social phenomena where every Naga citizen is endeavoring for the better society.
It is regretful of the social violence that took place in Kiphire on April 29, 2013 and the violence is a common violence among the AR, state administration which include Deputy Commissioner as representative of the State and the citizens of the Kiphire town. One needs to understand such violence as violence between the state and the citizens than misinterpreting it into violence among individuals, tribes or clan. The District Deputy Commissioner, who represents the State as the head of every District needs to be understood as State but not as an individual. Our friends, Yhome clan, can avoid the Burning DC’s residence from codifying as an individual’s attacked or enacting the DC into a clan’s representative. Such interpretation will escalate a communal violence among tribes and communities.
When it comes to the implementation of customary laws or State law, the principle is created in a way that whether any violence should be considered as personal, communal or State. If DC’s private residence has been ablaze then such act can be codified as personal attacked, if other people burn down something from the Yhome clan jurisdiction or territory in the name of the clan then such act can be interpreted and portrayed as communal violence. However, in the case of the DC’s residence been ablaze at Kiphire is exclusively violence toward the State’s and the AR but not the attacked on a clan’s representative. As long as the DC represents the State and not represents the clan in the particular violence then it is between the State and the citizens of Kiphrie. The same unhealthy and unexpected can be occurred in other parts of the States. Hence, let us avoid considering the State and citizens violence into a personal violence.
Coming back to the use of language, our expression of emotion and feeling in a written document such as “In our customary practice, to damage and burn down one’s residence and belongings is to mete out the most extreme punishment to a most extreme criminal” and “not to provoke the asleep neighbour when the unruly neighbour pesters” (Nagalandpost-Post-Mortem: 9 May. 2013 1:13 AM IST) can be avoided and choose better alternative ways of expression for our transformative way that would lead both communities to construction of peaceful coexistence than destruction. Using such threatening language by any individual, community or group in our society will neither bring any solution nor will it help any communities in our society. It is regretful that some DC’s personal belongings were ablaze in the burning and such inevitable circumstances are experienced by any fire victims helplessly whose intention was not to feed our belongings to the fire flame.
Media and politics play another important role in creating violence and creating peace as well in the society. One thing we the citizens in general need to do is to analyze the information that media and politics interpret about any social phenomena in the society. Such careful analysis and interpretation will help every single citizen and community in the Naga society to build peace and harmony through language interpretation.
Despite the challenges we are facing in the society, there is always an alternative way out to abrogate from the negative interpretation to a positive interpretation of language of any social phenomena. Such positive attitude in handling language will immensely bring a repercussion to eliminate a gape among communities, tribes, clans and even among individual. We shall all make an effort to respect those who respect one’s own discipline as common citizens in the Naga society. IF LANGUAGE CAN CREATE CONFLICT THEN LANGUAGE CAN ALSO CREATE PEACE. Govt.policy to add new tribes opposed
NAGALAND TRIBAL MEMBERS OPPOSE INCLUSION OF MORE TRIBES
Representatives of major tribes of Nagaland have questioned the decision of the DAN government to accord recognition of tribes outside Nagaland as Scheduled Tribe of the state and unanimously resolved to move for “de-recognition of Rongmei tribe as a recognized tribe in the state of Nagaland including the move to include Mao tribe as Scheduled Tribe of Nagaland.
This was resolved at the third consultative meeting of concerned Nagaland tribal leaders held in Hotel Japfu Kohima on May 10 stated a joint statement issued by sessional chairman Yesonü Veyie and sessional secretary Imtinochet. They said the issue had been discussed “threadbare” at three consultative meetings.
The third consultative meeting of ‘concerned Nagaland tribal leaders’ was held at Hotel Japfu Kohima on May 10 with regard to the recognition of new tribes in the state of Nagaland, they said.
The two disclosed that the May 10 meeting was attended by members representing Angami, Ao, Chakhesang, Lotha, Sumi, Zeliang and ENPO tribes where the government notification constituting an official committee to look into the representation of the Mao tribe for inclusion as a recognized tribe of Nagaland state.
After a thorough deliberation, the meeting unanimously resolved to move for “de-recognition of the Rongmei tribe as a recognized tribe in the state of Nagaland and to oppose the government move for recognition of Mao tribe”.
The May 10 meeting also “strongly resolved to oppose recognition of any tribe from other states as a recognized tribe in the state of Nagaland”, the joint statement added.
A six-member Coordination Committee was formed to pursue the matter as resolved. The committee is headed by Pius Lotha as convenor, Theja Therieh as secretary and the following as members-Thepfulhouvi Solo, Akang Ao, Toniho Yeptho and Kengim Kuluibe.
The next consultative meeting is to be held with all Nagaland tribal leaders on May 25 at 10 a.m. in Hotel Saramati Dimapur.
It may also be mentioned that the Zeliang People’s Organisation (ZPO) has opposed the decision of the government of Nagaland for inclusion of Rongmei tribe as a Scheduled Tribe of the state.

Heavy storms expected in the next 48 hours
The Nagaland State Disaster Management Authority has informed the general public that ‘Mahasen’, a tropical cyclone originating from the Indian Ocean is expected to landfall in the Bangladesh and Myannmar coast. A press note by the Home Commissioner of Nagaland, Temjen Toy stated that this would result in heavy thunderstorm/squalls in the north east of the country including Nagaland during the next 48 hours.
In this regard, the public has been requested to not panic or spread rumours but to stay alert. The Home Commissioner informed that the State Disaster Response Force (SDRF), a specialised force, “trained and well equipped has also been alerted for any emergency.” He informed the public to read the ‘dos and don’ts’ issued by the Nagaland State Disaster Management Authority (NSDMA), Home Department, and to be prepared for the expected severe weather condition.
Cyclone/Thunderstorm Safety Tips
Before The Cyclone/Thunderstorm
• Secure loose tiles, carry out repair works for doors and windows
• Remove dead woods or dying trees close to the house; anchor removable objects like lumber piles, loose tin sheds, loose bricks, garbage cans, sign-boards etc. which can fly in strong winds
• Keep wooden boards ready so that glass windows can be boarded if needed
• Keep battery operated torches and enough dry cells
• Keep dry non-perishable food for emergency use
When The Cyclone/Thunderstorm Occurs
• Listen to the radio (All India Radio stations give weather warnings).
• Ignore rumors and do not spread them; this will help to avoid panic.
• When a cyclone alert is on for your area continue normal working but stay alert to the radio warnings.
• A cyclone alert means that the danger is within 24 hours. Stay alert.
• Leave early before your way to high ground or shelter gets flooded
• If your house is securely built on high ground take shelter in the safer part of the house. However, if asked to evacuate do not hesitate.
• Board up glass windows or put storm shutters in place.
• Provide strong suitable support for outside doors.
• Get extra food, which can be eaten without cooking. Store extra drinking water in suitable vessels.
• If you are to evacuate the house move your valuable articles to upper floors to minimize flood damage.
• Small and loose things, which can fly in strong winds, should be stored safely in a room.
• Make provision for children and adults requiring special diets.
• If the centre of the cyclone is passing directly over your house there will be a lull in the wind and rain lasting for half an hour or so. During this time do not go out; because immediately after that, very strong winds will blow from the opposite direction.
• Switch off electrical mains in your house.
• Remain calm.
When Evacuation Is Instructed
• Pack essentials for yourself and your family to last you a few days, including medicines, special foods for babies and children or elders.
• Head for the proper shelter or evacuation points indicated for your area.
• Do not worry about your property
• At the shelter follow instructions of the person in charge.
• Remain in the shelter until you have been informed to leave
Post-Cyclone/Thunderstorm Measures
• You must get inoculated against diseases immediately.
• Strictly avoid any loose and dangling wires from the lamp posts.
• If you are to drive, drive carefully.
• Clear debris from your premises immediately.

AASA and ENSF clarify allegations from INTCWS
The All Assam Students’ Association (AASA), in a joint press conference with the Eastern Naga Students’ Federation (ENSF), today explained the Memorandum of Understanding (MoU) they signed with each other, especially as way of clarifying contentions raised by the India Northeast Tribal Community Welfare Society (INTCWS). The AASA made available documents to exemplify their points. This MoU, they say, will facilitate the availability of government scholarships for students from “backward” backgrounds to access professional courses.
“The central government sanctions 20,000 scholarships per year through the ministries of social justice and employment, minority affairs etc. but children from affluent backgrounds land up accessing these because they secure majority of the admissions,” explained Kawsar Choudhury, Vice President of AASA. These scholarships are supposed to be made available through respective states to eligible students to pursue degrees in engineering, medical and management.
Last year, 628 students from Nagaland got these scholarships, of which, according to the AASA, 95% were from affluent backgrounds. In order to make the scholarships accessible to the more marginalized students of communities from the North East, the AASA came up with this plan in 2009. With a strong presence in Hyderabad, the AASA has made a deal with 15 colleges (accredited and scrutinized by the Government) in Andhra Pradesh to accommodate 1500 students from the North East under their ‘Management Quota’, the fees for which are now concurrent with the ‘Convenor Quota’ (meant only for students from the state). 300 of these 1500 students will hail from Nagaland, if things go according to AASA and ENSF’s plan. The scheme has been authorized by the Anti Corruption and Crime Investigation Front, Assam.
To select students eligible for the scholarships, there will be a process. Students will be selected based on at least 50% secured in examinations (10+2), an admission in a professional institute and the family’s earnings amounting to not more than Rs. 2 Lakh per annum. The ENSF will first “scrutinize” the “best deserving students” through its network of student unions, after which the AASA will confirm the students eligible for the scholarships. The scrutiny will go through parents, principal of the school the student hails from and gazetted officers.
The student can then begin her/his course without having to pay any fee (as per agreement with the institutes, the donation or capitation fee stands cancelled for these students) to the institute, which the AASA will ensure is reimbursed through the state government at the end of the academic year through available schemes. The scholarship, when secured, will be applicable for the entire duration of the student’s course provided the student scores an average of 55% per year.
If in case AASA is unable to secure these scholarships from the state after the student has been admitted and selected for the same, AASA will reimburse the fee for the students. The AASA will sign individual agreements with the students assuring this, and it has already signed a declaration for the ENSF stating that “fee reimbursement is the duty of AASA for the whole course. If in case AASA fails to reimburse, then AASA will pay the entire course fees for those 300 students for which AASA is ready to face any charges in the future.”
Currently, the plan does not support the accommodation fee for students, but AASA is trying to negotiate a deal with some banks that could facilitate loans without interest to cover the same. The students can stay at the two North East hostels (boys and girls) run by AASA in Hyderabad. If such loans cannot be made available, the AASA will arrange to pay for the accommodation of the poorest of the poor.
Forms to apply for accessing these 300 scholarships through the AASA and ENSF will be made available at key points in the four Eastern districts of Nagaland, as well as Kohima and Dimapur, with preference given to backward Naga and indigenous non-Naga students though it will remain open to all. By next year, the AASA and ENSF also plan to open technical coaching centers in the Eastern districts which will prepare students secure marks needed to get admission into such technical courses.

Minister for school education CM Chang Monday called upon the administrators in the school education department to own responsibility for disparity in the education system between Government run schools and those of private schools.
Inaugurating the first ever 2-day State Level Conference for the District and Block Level Administrators of School Education and SCERT at the Capital Convention Kohima, Chang reflected on HSLC Examination where the results have been dismal in Government schools especially in the backward areas.
Stating that the future was doomed if this trend continued, the minister asked the officers to have a “clean mindset” while discharging their duties and win back the confidence of the people.
Towards this end he suggested the departmental officers, as administrators, should ensure that teachers attend to their duties sincerely, ensure that the strength of the teachers are maintained according to the requirement and also ensure that flagship programmes like SSA,RMSA and Mid Day Meal are implemented properly. He also said that the officers feel that they are the right place at the right time.
Delivering the keynote address, NUEPA VC Prof. R. Govinda said it was through education that personal and social objectives could be achieved. He pointed out that not only the teachers but every individual had their zone of influence and even the community had to work a lot to transform schools in Nagaland. The VC urged field administrators to be instrumental to change and bring about transformation in educational system.
Delivering a short speech, additional chief secretary & commissioner, Banuo Z. Jamir said education impact involved everyone including government. She opined that elementary teachers have been benefitted through SSA irrespective of categories and added there was a need to adapt to changes as a result of advanced technology.
The programme was chaired by state chief secretary Alemtemshi Jamir who also delivered the chairman’s remarks. Welcome address was delivered by Prof. Neelam Sood, NUEPA, New Delhi and commissioner & secretary, school education and SCERT, Nagaland, T. ANSTA Kiphire unit condemn April 26 incident
All Nagaland School Teachers Association (ANSTA) Kiphire unit has condemned the April 26 incident where Kito Z Ayemi primary teacher of Sitmi village was physically assaulted by NSCN (I-M) in Kohima on suspicion. In a press statement, president ANSTA Kiphire unit, Lipiri Sangtam stated that Kito Z Ayemi was “fallaciously implicated” of collecting tax and was assaulted without proper investigation.
It also stated that Kito was an “innocent teacher” who was in Kohima for personal work. Condemning the “inhuman” act melted out to the innocent teacher, the association has appealed the authority in-charge to book the culprit and award befitting punishment.

Naga centenarian calls for Naga unity

A Naga warrior, 110-year old, Yangkimong Sangtam reported to be oldest citizen in Kiphire district from Singrep village has appealed to all Nagas to unite together and work for peace and development for the betterment of the Naga society.
Yangkimong vividly remembers how he along with his friends walked from his village traversing the thick jungles for several days to reach Kohima and took part in 2nd world war supporting the British against the Japanese armed with spears and daos and had to run for safety as bombs were dropped from aircrafts.
After the battle where Britain eventually achieved victory, Yangkikomng and his friends were paid 6 coins each as pay.
Yangkimong who served as Tatar in NNC in the early 1950’s, recall meeting A.Z. Phizo at Pangsha. Today he is blessed with 175 grandchildren, great-grandchildren, great-great-grandchildren, great-great-great grandchildren.
Parliamentary secretary excise, legal metrology & consumer protection, economics and statistics, T. Torechu who paid a courtesy visit to the centenarian, wished him good health and long life.
Tuli paper mill to be revived in 2 years: Pangnyu

Minister for industry and commerce S. Pangnyu Phom Saturday said Nagaland Pulp and Paper Company Limited (NPPCL) or Tuli paper mill- a joint venture of Hindustan Paper Corporation Ltd (HPC) and government of Nagaland would be fully revived within two years.
In an exclusive interview to Nagaland Post at his residence here, Pangnyu disclosed that on May 8 union finance minister P. Chidambaram cleared the file and referred it to a union cabinet committee for approval.
Pangnyu said after the approval, major renovations work would be taken up so that the mill could begin functioning at the earliest.
He also informed that 88% shares of the mill would be held by HPC and the remaining 12% by the state government.
The minister said the Tuli paper mill had to close down due to several factors including damage to boiler machine, poor supply of power and law and order situation caused by “taxation.”
He said that after he took over as the minister in-charge for industry and commerce, he has been holding series of meetings with HPC officials and Tuli paper mill employers association in an effort to revive the sick unit.
Pangnyu said once the Tuli paper mill is fully revived, it would generate employment opportunities for state’s youth.
Before revival of the mill, Pangnyu said he would soon convene a consultative meeting with all the legislators from Mokokchung district, representatives of the Ao Senden, Ao Kaketshir Mungdang (AKM), Ao Gazetted officers and NGOs from Mokokchung district along with top ranking officials of various departments.
He attributed the revival package on Prime Minister Manmohan Singh and Minister of heavy industries & public enterprises, Praful Patel for recommending the matter to the finance ministry.
In order to meet the paucity of power, Pangnyu disclosed that as a temporary measure, the state government was mulling over setting up of a thermal power plants in Tuli and Dimapur
On the state’s industrial policy, Pangnyu said new modalities, particularly for the foot-hill areas (special economic zone) could be passed in coming ensuing assembly budget session.
On transport subsidy, he admitted that state had “numbers of cases” related to transport subsidy and unless “action taken report” was submitted to the ministry, it was not possible to release the subsidy money. He however said that initiatives were being taken to release the subsidies at the earliest.
In June 26, 2012, Nagaland chief minister Neiphiu Rio and his cabinet delegation met Planning Commission deputy chairman Montek Singh Ahluwalia, wherein the cabinet urged upon Centre to provide Rs. 1200 crore for revival of Tuli Paper Mill.
However, the department of heavy industries said that it has set a maximum investment plan of Rs. 679 crore for NPPCL.
It maybe mentioned that the union cabinet in its meeting held on November 8, 2006 approved the revival of NPPCL at an estimated cost of Rs. 552.44 crore with Rs. 261.26 crore as government’s equity, Rs. 252.99 crore as loan from banks/financial institutions with government guarantee and Rs. 38.19 crore as 5% non cumulative preference share.
However, it was found that the cost of the project escalated to Rs. 1102.85 crore thereby making it unviable proposition with estimated IRR of 5.5% only.
Investment of estimated cost of Rs. 679 crore has been considered in two phases-- a fund based Capital Investment Subsidy (CIS) 30% of investment for Plant & Machinery (Rs.476.47crore) which is approximately Rs. 150 crore has also been considered.

The 18th general conference of Eastern Nagaland Gazetted Officers’ Association (ENGOA) was held at the Hopongkyu Memorial hall with EE Pangteang, Minister Tourism, Art & culture and Election as chief guest on May 10.
Minister Pangteang called upon the ENGOA members to work together in same spirit for the welfare of the people and for the affairs of the government. Pointing out that the formation of ENGOA has brought many changes in all fronts of the eastern people Pangteang said, “Unity amongst communities in four districts is one of the key achievements of the Association and ENGOA has become of the most influential organization in eastern community.”
Stating ENPO, ENSF, ENLU and ENGOA as non-government organization working with the consensus of the people Pangteang said, “We should teach the people not to eat the seed but to bear and reap the fruit of labour.” He asked the ENGOA members to impart inputs in framing the developmental affairs of the eastern people. The Minister also said, “along with age, wisdom comes” and advised the members present “not to hesitate in sharing one’s problem or to guide the juniors so that good team work is achieved in every front.”
Later, Pangteang read out the names of N.I Jamir award 2013 which includes R.Y Moses, Asst Professor ZPC Kiphire, Kevichusa, EAC Tuensang and Manthai Phom of Longleng which will be handed over on August 15.
Speaking at the function DC Kiphire, Kesonyu Yhome (IAS) called upon the ENGOA members to come up with road map to develop eastern districts in education, gender equality, food security and to come out of the shells HIV/AIDS issue.
Yhome also asked the members to take an opportunity like this to discuss how to take eastern society forward in social sector, economic sector and infrastructural development and stated, “If there is progress in this areas after 15-20 years from now the eastern districts will be politically stable, economically stable and socially reasonable.”
Parliamentary Secretary for Power, C. Kipili Sangtam and MLA Imtilemba who also spoke on the occasion called upon the ENGOA members to work with the spirit of dedication and commitment for the welfare of the people.

Deplorable condition of Tamlu high school

Government High School Tamlu, constructed on February 18,1983 is reputed to be one of the oldest school buildings in Nagaland but neglect has left it in a state of disrepair.
Today, the its thatch/bamboo mat walls are badly damaged that it renders students unable to concentrate on studies.
This was contained in a joint statement issued by Phom Students Conference (PSC) president Chaupong Leinak and library secretary Chingmong Phom.
The signatories also pointed out that students despite the hazards of attending class or entering it, risked their lives because of zeal to learn.
PSC recalled that it had written several letters to the chief minister in November 2010; the Mission Director SMA/SSA in March 2011 and Commissioner and Secretary School Education in June 2011 for allotment of fund for construction of a new school building but these fell on deaf ears.
Reposing faith upon the DAN-III under the “efficient leadership of chief minister Neiphiu Rio” PSC again sent a reminder on the matter on May 3,2013 seeking prompt and necessary directive for re-construction of the GHS Tamlu without delay.
Apprehending imminent collapse of the building any time, PSC warned that if such mishap took place and caused unwanted incident, the department authority would be held solely responsible.
ENSF dismayed over fund allocation
After thorough analyses on the government Works Progamme (2012-13), Eastern Naga Students’ Federation (ENSF) Friday said it was shocked at the outcome of fund allocations made to the Eastern Nagaland over a year under various departments.
Stating that the cumulative shares of the four Eastern districts— Mon, Tuensang, Longleng, Kiphire, were only 16% of the total state shares, ENSF pointed out that the “six major backward tribes of Nagaland-- Konyak, Phom, Sangtam, Chang, Khiamnungan and Yimchungru, constitute 29% of the state population (2011 census)”.
ENSF vice president Shahsha Menhahu and general secretary Honang M. Jessuhu in a statement further pointed out that if there was an equitable distribution of state shares fund, “then each district must get about 9.2 % of shares”.
But keeping in mind the major “junk of investment/shares on directorates”, the percentage of annual state works plan “could be compromised to at least 7-8% which needed to be allotted to each districts in the state”, ENSF stated.
The following departments (as stated) have been highlighted where ENSF said “irregularities/ anomalies were detected in the Works Programme (2012-13)”:
• School Education & Higher Education: Four backward districts hold about only 11% under School Education and only 9% under the Higher Education of the total state shares. Kiphire and Tuensang districts were striked off from any benefits over the year under School Education and Higher Education respectively.
• Medical, Health & Family welfare: Four eastern districts hold only 5.4% of the total state share.
• Water supply: Tuensang & Kiphire has no share in this sector while Mon and Longleng hold about 7.5% of the total state share.
• Roads & Bridges: Eastern Region, well known for its deplorable road condition where accessibility is seasonal, ENSF however said, the region had received only marginal share of 2.2% for roads construction and 9% for bridges out of the total state shares.
• Youth Resource & Sports: Year of Youth empowerment and entrepreneurship had in fact glamorized the policies far and wide. However, the concern department had totally failed to attend or fulfill such policies. To our surprise the region had been totally exempted from any state shares where there is no fund allocations made in that particular year.
• Social Security and Welfare: which is especially designed for the welfare of the poor had in fact turned otherwise.
The four Eastern backward districts hold only 1.5 % of the total state shares. While sampling/analyzing 53 departments, ENSF said about 12 major departments had not allocated any share to the four Eastern districts and about 10 departments had allotted its shares to only one district.
While narrowing down to the district level, about 32 departments have not included any works plan for Tuensang district followed by Kiphire with 27, Longleng with 25 and Mon with 22 departments, ENSF stated.
Accusing the government of “tagging the region/people as Backward” instead of allocating and distributing equitable share of fund for the development of the underdeveloped areas, ENSF said the state government had “glorified their policies with various infamous packages, which was actually a sliced off portion of our due shares” adding, “such manipulation had been in practice till date ranging from job reservation to fund allocation.”
Special Package
Questioning the state government on “how special was the Special Package?”, ENSF said though it (special package) has lapsed, the introduction of the Special Package had tremendously “cut down or sliced off the actual shares of the four Eastern districts from the actual normal state share”.
Had the Special Package been included, ENSF said the percentage of shares for the four eastern districts would have been just 25%, far below average.
Pointing out that if special attention was to be given to the four Eastern districts then, the region deserves about 30-36% of the total state shares which is about 7-8% per district.
The Federation strongly felt that the region “should not be entertained with the so called special packages” but rather strongly demand for equitable allocation of 8% per shares for all four backward districts where works/plan should be included accordingly.
In this regard, ENSF appealed to all the 20 MLAs from Eastern Nagaland “to be cautious and be aware of such negligence” and to voice out in the state assembly, so that the members fulfill the purpose of representing the people.
ENSF further urged the concern departments to “retrospect on its previous works plan allocation/programmes and rectify without delay”.

ENPO declares non-cooperation to NSCN (I-M)
Consequent upon the expiry of 48-hours deadline extension to the NSCN (I-M) to hand over the April 19 culprits, Eastern Nagaland People’s Organization (ENPO) has declared “Non-cooperation” to the NSCN (I-M) with immediate effect.
In a press release, ENPO president, P. Pogom and general secretary N.T Thamlong Phom said the declaration was as per the November 29, 2005 Longleng resolution and December 18, 2007 Tuensang resolution.
ENPO said follow up “actions for implementation of the ‘Non-cooperation’ movement will be decided at the meeting of all the central executive members, federating organizations, frontal organizations and prominent leaders to be held on May 21, 2013 at ENPO H.Q Office, Tuensang”.
This notification, ENPO said comes as per the decision of the central executive, federating organizations and frontal organizations meeting held on May 4, 2013 in Kohima. The ‘non-cooperation’ call was in connection with the assault on former ENSF Speaker by some NSCN (I-M) cadres.

ENPO clarifies position on Nagaland Tribal Council (NTC)
-Supports integration of Naga areas but opposed to recognition of Mao, Rongmei tribes in Nagaland.
The Eastern Nagaland Peoples Organization has issued a clarification over the statement made by the Naga Hoho as published by the local dailies on May 6 with regard to the formation of the Nagaland Tribal Council (NTC) and also its stand on the recognition/inclusion of Mao and Rongmei tribes in Nagaland.
According to the press note issued by ENPO President, Pongom Khiam, it was stated that the ENPO had never endorsed the Naga Hoho nor jointly taken any decision in matters with regard to the formation of the Nagaland Tribal Council (NTC).
Further the ENPO stated that it had “no say on the jurisdictional legitimacy and authority over the NTC area. Rather it is solely the prerogative of the Naga Hoho as the area of NTC falls within its membership and territorial jurisdiction whether to recognize or oppose the formation of NTC”, stated the ENPO.
Meanwhile it was informed that in a separate meeting of the ENPO Central Executive Committee on May 4, it was resolved to oppose the inclusion/recognition of the Mao and Rongmei tribes in Nagaland.
The meeting was attended by the elected members from the ENPO jurisdiction (ENLU), ENPO officials, all frontal organizations (ENSF, ENGOA, ENWO), members of various committees and federating tribal units.
The ENPO President informed that the meeting also resolved to seek appropriate clarifications from the State government in matter to the inclusion/recognition of Mao and Rongmei tribe in Nagaland. However the ENPO stated that it fully supported the Assembly resolutions for the integration of Naga inhabited areas which has been passed several times in the State Assembly, “which incorporates integration of land along with the people”. The ENPO stated that the resolutions on Naga integration has been passed both by the then Congress as well as the present DAN governments.

The meeting also resolved to seek appropriate clarifications from the state government with regard to the recognition of the two tribes in Nagaland.

Kiphire DPDB meeting discusses April 28 incident
The monthly meeting of Kiphire District Planning and Development Board was held at the official chamber of Deputy Commissioner, Kiphire with Parliamentary Secretary, Excise, Legal Meteorology & Consumer Protection, Economics & Statistics and DPDB Chairman, T. Torechu.
Addressing the meeting, the Chairman said, “burning down of the DC’s residence was due to ignorance and no one thought that such things would happen in the district.” He expressed sadness over the damage and at the same appreciated the courage and steps taken by the district administration and DEF to bring the situation under control. The appealed to the members to educate and change the mindset of the people so that such incidents are not repeated again.
Pointing out some of the problem of the district Torechu said, “Multi tribe, multi dialect and remoteness are some of the problem of the district” and appeal the tribal leaders to take each other as brothers so that they work together for the progress of the people of the district.
W. Krome DIG Range disclosed that from the side of the police, DIG Range, IG (INT), IG (OPS) and from army, core commander, Lt General, (IGAR) Brigadier have visited the place for investigation and inquiry on April 28 incident. However, from administration only one secretary was sent for inquiry to assess damages done. He appealed to the members to join hand with the police in the investigation so that justice is done and such things do not happen again.
DC Kesonyu Yhome, IAS welcomed the gathering and reviewed the meeting minutes and placed the agendas put forwarded by various department. Indian Red Cross Hony Secretary Kiphire branch Tsointhe presented activities of the branch and appeal the members to be enrolled in the humanitarian service. Education department made a presentation on the departmental achievement and activities. Upgradation of SDO Power to E.E Power, deputy superintendent of excise, creation of art and culture office, and DIET were some of the other agendas discussed.

Free higher education for ‘poor meritorious students’
The Eastern Naga Students’ Federation (ENSF) on Monday signed a Memorandum of Understanding with the All Assam Students’ Association (AASA), which would allow 300 ‘poor meritorious students’ from Nagaland to study ‘Engineering, Medicinal and Management Courses’ free of cost from different institutes in Hyderabad, Andhra Pradesh.
Termed as the Free Higher Professional Education Scheme for National Backward Minority Students, the ENSF-ASSA initiative is based on the Free Reimbursement Scheme sponsored by the Government of Andhra Pradesh. According to AASA representatives, the AP government has agreed to accommodate 1000 students from the North East under this scheme from this year onward.
“This opportunity may be availed by 50% students from Assam, 30% from Nagaland, 10% from Manipur, 10% from Meghalaya and 10% from Tripura and Mizoram,” according to an AASA statement. The AASA was formed in 2009, initially, to work for the safety of students studying outside. Under this scheme, eligible students could complete their courses free of cost as their total expense would be incurred by the AP government.
The AASA officials told a press conference today that they have decided to extend their hand to the ENSF after taking note of the ‘condition of students’ in the area covering the eastern part of Nagaland. The ENSF and its federating units have been charged with the responsibility of identifying the eligible, poor and meritorious, students from Nagaland.
Some of the main criteria include, at least 50% marks aggregate, 10+2 from a recognized university and income limit of no more than Rs Two lakhs per annum for the students’ parents. The official stated, “Finally, a panel of 400 students will be prepared on the basis of evaluation, both merit and economic status. Out of this, top 300 hundred students will be given opportunity for free study.” ENSF officials said that ‘apart from four backward districts of Eastern Nagaland, preference shall also be given to those least represented communities.’ Interested students can avail the forms form the offices of the ENSF federating units.
The Naga Blog appeals: Repeal AFSPA
Members of the Facebook group, The Naga Blog, have appealed for the repeal of the Armed Forces (Special Powers) Act, 1958 (AFSPA). The ‘bloggers’ protested through silent marches organized in Kohima and Dimapur to express solidarity with the victims of the Kiphire assault of three people by the 7 Assam Rifles, with an appeal to revoke the Act from the North East.
The Kohima group was joined by members of the Angami Students Union, D Block Youth Organisation, Officers’ Hill Youth Organisation and others as they took to the streets of Kohima walking from PR Hill Junction to Ser’s Bazaar TCP gate. In Dimapur, the group marched from Half Nagarjan Junction to City Tower with banners like ‘Give Peace a Chance’, ‘Violence leads to more Violence’, ‘AFSPA mockery to Indian Democracy’, ‘Revoke AFSPA from North East’ and so on, preceded by a mass prayer by the participating youth.
Yanpvuo Kikon, creator of The Naga Blog, expressed gratitude to the various organizations that joined the bloggers in the march. Speaking to The Morung Express, Kikon said, “This Act was introduced to suppress the Naga National Movement in 1952 which was the only active solidarity/autonomy/secessionist movement in the entire North East (NE). In 1952 there was only one extremist movement in the NE. Today, after 60 years, there are at the least 20 major such groups operating in the NE. Even a small kid can observe that this Act has not only failed miserably in suppressing such movements, but also helped in adding more fuel to the fire.”
Further, he said, “Under this Act a soldier can shoot and kill a person without getting trailed in court! This Act leaves a blood stain in the colours of democracy and should be done away with if the leaders of this country believe in the visions of B.R. Ambedkar, the architect of the Constitution who advocated the spirit of integration and respecting diversity.”
Eastern Naga orgs extend 48-hrs to produce April 19 culprits
Taking strong exception to failure of NSCN (I-M) to meet the deadlines set earlier by Eastern Nagaland organizations over the submission of ‘action taken report’ on the assault of a former ENSF speaker, organizations based in the region Sunday gave 48-hours extension to the deadline for producing those involved in the April 19 incident.
In a joint statement signed by ENPO president P.Pongom, ENSF president Likhumse Sangtam, ENWO president Menlei said the three organizations along with six tribal hohos and ENSF federating units had in a meeting held on Saturday resolved that NSCN (I-M) CFMG additional secretary Joseph Lotha and his accomplices must be produced before the law enforcing agency in connection with the assault on former ENSF speaker Throngso Yimchunger and for using “abusive words” against Eastern Naga leaders and frontal organizations.
The organizations said the deadline comes into effect from the time and date of publication of this press statement.
The three apex organizations said that if the responsible authority failed to produce the culprits before the law enforcing agency, they would take their own course of action.
They also reminded that a representation submitted to the NSCN (I-M) kilo kilonser had demanded action against the culprits and the action taken report to be intimated to ENPO on or before May 4.
In a press release on April 29, ENPO vice president Sashi Naga and general secretary Thamlong Phom said the organization had taken serious note of “defamatory” remarks made upon the public of Eastern Nagas in general and the leaders of Eastern Nagas in particular.
Further, the Eastern Naga organization said that it was compelled to “pressurize” the NSCN (I-M) collective leadership to immediately take action without delay on the erring cadres.

The medical fraternity of Kiphire today held a co-ordination meeting with stake holders, NGO’s leaders, churches and political parties at the complex of District Hospital Kiphire. The meeting was convened to discuss the frequent problems faced by the medical fraternity at District Hospital Kiphire, and the April 28 incident where doctors were allegedly manhandled.
Dr W. Pensokyu, Medical Superintendent Kiphire chaired the meeting. He expressed displeasure over the problem faced by the medical fraternity, especially referring to the April 28 incident where some of the staffs were manhandled. He also said that in spite of shortage of manpower, the doctors and staffs are doing humanitarian service to the citizens, but faced with problems numerous times. “To show our resentment, we are wearing black badge for three days, however, we will see to it that it will not hamper the medical service in the district,” he informed.
Meanwhile, Action Committee Chairmen Dr H.T. Sangtam said that the meeting is not to punish those persons who have done wrong, but to see to it that such things do not happen in the future.
He also stated, “Having concern for the citizens, we are giving utmost service with the available resources, but we are faced with problems after problems”. He further requested the NGOs and elders present to extend support for the betterment of the hospital.
A Staff Nurse who also spoke on the occasion said, “We have only ten regular nurses for 50-bedded hospital and we are working day and night receiving few holidays but we are faced with many problems”. She also asked the leaders present to extend possible help for the betterment of the hospital.
Afterwards, the NGO leaders exchanged views and assured the Medical fraternity protection to the staffs, ward meeting to be held to give awareness to members. It also asked the churches to inform its congregation, and also to approach the NGO if any such incident happens in future.
Kiphire admin to go on 3-day “Pen Down Strike”
The Kiphire district administration has decided to go on a 3-day “Pen Down Strike” with effect from May 6 to 8, 2013. According to information relayed by the SDO Civil Kiphire, the strike is held as a sign of resentment against the recent ransacking and burning down of the official residence of the Deputy Commissioner, Kiphire and the burning down of vehicles belonging to the district administration. These acts of ransacking and burning are seen to be undermining the authority of the administration, it stated.
ENSF, NMA condemn Kiphire incident
Eastern Naga Students’ Federation (ENSF) has described the April 28 Kiphire incident as a conflict between “Hill people” and the “Friends of the Hill People” and condemned what it said were “atrocities” and human rights violation by 7 Assam Rifles “Captain Vinod and his jawans” while expressing regrets over damage to administrative properties caused by “angry mob”.
ENSF president Likhumse Sangtam and general secretary Honang M.Jessuhu in a joint statement, accused Captain Vinod of having created law and order situation on several occasions by “aggressively exercising” the Armed Forces Special Powers Act(AFSPA).
They said the act of using AFSPA in a hard-earned peaceful situation in the region, was unwelcome, especially when Nagas want to live in peace.
ENSF asked AR what it meant by ‘friends of the hill people’ when the officers and jawans do not honour it by torturing innocent public to spread fear among people in the international border area.
They said the act of Captain Vinod and the AR jawans had hurt not only the sentiments of “the hill people” but also defamed the AR as a whole.
It demanded that officers at the highest levels sensitise the rank and file of the force posted across the region to avert such unwanted situation so as to justify the slogan ‘friends of the hill people”.
Expressing gratitude to parliamentary secretary power Kipili Sangtam for his intervention to restore normalcy and peace in Kiphire town, ENSF said the district administration should not be blamed for failure nor undue harassment meted out to officers and staff of the medical department by the unruly mob.
NMA: Naga Mothers’ Association (NMA) has expressed “deep displeasure” and vehemently condemned the April 28 Kiphire violence.
In a press release, NMA said the incident caused due “high handedness” of 7 Assam Rifles (AR) in Kiphire town led by Captain Vinod,further escalated into public unrest and caused damage to public property.
NMA while condemning the harassment of children by AR personnel, said such inhuman acts meted out to innocent people could not be tolerated by the Nagas.
Stating that the AR action was “totally against peace”, NMA appealed to AR authority to stop “targeting and harassing” the public in the name of maintaining law and order.
NMA further appealed AR to punish the officer and jawans involved in the incident and asked the state government to look into the matter.

‘Friends of the hill people’ harassing under AFSPA
The Naga Hoho, while expressing dismay over the reported “arson, firing and high handedness” of the Assam Rifles (AR) on the “innocent public” in Kiphire on April 28, has stated that the public should have “cooperated” with the district administration in order to “book the culprits and impose befitting penalty which could have been exemplary for those Armed forces operating in Naga areas.”
The AR asking the “naïve local carpenters to bring underground cadres was akin to waging war against the people of Kiphire in particular and Nagas in general,” the Naga Hoho stated in a press communiqué from the Hoho’s President, Keviletuo Kiewhuo, and General Secretary, P. Chuba Ozukum. They have appealed to the Government to look into the matter with seriousness to remove the “social unrest” without further delay.
“The much publicized slogan of the Assam Rifles “friends of the hill people” has no meaning at all if they are to harass people from time to time under the guise of law and order situation vis-à -vis the Armed Forces Special Powers Act,” expressed the communiqué. Meanwhile, the apex Naga body has also expressed “sadness” for the “act of vandalism” by the public of Kiphire town, damaging public property, i.e., the Deputy Commissioner’s residence.
CM greets Aos, Khiamniungans
Nagaland chief minister Neiphiu Rio has extended festival greetings on the occasion of Moatsü and Miu festivals, celebrated by the Ao and Khiamniungan tribes respectively.
In his message, the chief minister said the festivities were marked by prayers for a successful year and increase in harvest and yield.
“I wish the Ao and Khiamniungan communities all success in commemorating the festivals and hope that the festivals will be celebrated under a spirit of peace and brotherhood,” Rio said and prayed festivities foster oneness amongst all communities.
NSF, ENSF to enforce ‘No Tax’ on teachers, institutions
In a significant development, the Naga Students’ Federation (NSF) and the Eastern Naga Students’ Federation (ENSF) have resolved not to allow any form of tax imposition on educational institutions especially teachers within their respective jurisdictions.
Disclosing this at a joint news briefing, outgoing NSF president Kelhouneizo Yhome and ENSF president Likhumse Sangtam said the resolution was adopted at a joint meeting of the two federations at DUDA Guest House here Wednesday after deliberating on various complaints regarding imposition of tax on teachers and educational institutions by “national workers/organisations and individuals”.
The two student leaders said the meeting deliberated upon various complaints on the two to three decade-old tax imposition on educational institutions and the teaching community.
The meeting Wednesday also resolved all tribal units of the student community, in their respective jurisdictions will undertake measures to check that no such taxes are imposed on the teaching community.
Both NSF and ENSF also further warned, that if any student leaders or leaders of teaching community were intimidated or threatened, by any Naga political groups/organisations/ individual, such act would be deemed as a “direct challenge and insult” on the offices of the NSF and ENSF and will not be “tolerated by the federations under any circumstances”.
Narrating the genesis of the current issue, the two disclosed that, earlier, after taking cognisance of various complaints regarding imposition of tax, both NSF and ENSF had taken their own respective initiatives in approaching various national workers, organisations not to impose any tax.
They said it was only in 2012, that both NSF and ENSF “came together to fight for a common cause” and a recommitment for reform of the educational system.
Affirming to work for the welfare of the student community, both NSF and ENSF said they would ensure that teachers as ‘nation builders’ could impart education to the younger generation in a conducive environment.
It was disclosed, that in 2012, both NSF and ENSF conducted an official tour to meet with all the groups to inform them about the resolution against imposition of tax on educational institutions and teachers.
The national groups assured that the matter would be discussed at their winter session (December 2012). However, there was no response from the national groups, they said.
Instead, in January 2013, teachers were threatened over paying taxes they said and after which, both NSF and ENSF convened a joint session in March 2013 where it was resolved to send a reminder on all national workers to respond positively on or before April 30, 2013.
However, during April , Yhome and Sangtam pointed out, teachers were again served with demand notes and threatened that teachers would be kidnapped if they failed to meet the deadline for paying tax or be shot with bullets.
Kiphire medical staff to mark protest from today
Medical staff of District Hospital Kiphire expressed resentment over the alleged “manhandling and use of derogatory words against Doctors and Nurses of DHK without any rhyme or reason and including the unfortunate incidents on the night of April 28 last by some miscreants”.
Chairman Action Committee, DHK H. Tsipongchum and secretary Khusutho said an emergency meeting was held on May 1 where the house unanimously decided to protest in the form of wearing black badge w.e.f. May 2, 6 a.m. to May 3 6 a.m. without hampering the normal functioning of the hospital.
Meanwhile, a joint meeting of various NGO leaders from Kiphire town has been convened May 3. Sources said the protest may intensify if appropriate corrective measures are not taken to create a congenial working environment for the hospital staff by the concerned authority/organization. In this regard, the staff of DHK appealed to all concerned to bear with them for the inconvenience.

Political parties blame AR for Kiphire violence

Political parties and leaders Tuesday expressed “strong resentment” against the assault of three youths by 7 Assam Rifles (AR) personnel which angered public and led to a confrontation with AR in Kiphire town on Sunday night.
This was stated in a press statement jointly issued by - NPF, Congress and BJP- after the coordination meeting held Tuesday in the residence of parliamentary secretary for power C. Kipili Sangtam.
The meeting also condemned the action of Captain Vinod who was accused of leading the jawans in “harassing” the public.
The meeting also unanimously resolved to restore peace in the town by defusing the tense situation.
The joint statement issued by NPF Kiphire district unit president R. Joshua Sangtam, DCC president Thritsali Sangtam and BJP unit vice president Tsukhumong, reminded that on April 19 a joint forum of the GBs and DBs had made an appeal to Captain Vinod over his conduct with public.
They also said that April 20, the DC Kiphire Kesonyu Yhome had convened a coordination meeting wherein he appealed to the AR authority to refrain from acts of “misbehaviour.”
They alleged that, despite assurances, Captain Vinod paid scant regard to the plea as the AR continued to harass people in Kiphire. The mounting incidents led to public anger which eventually led to clashes with the AR, they said.
The signatories while lamenting on the damage to properties and public causality, blamed Captain Vinod’s “inhuman behavior” that led to the flare up. They also demanded immediate punishment to Captain Vinod for his “irresponsible behavior”.
Expressing regrets over the arson on the DC’s residence and setting on fire of vehicles, the joint statement decided to extend possible help to the district administration.
They also reiterated that Sunday’s incident was not due to failure of the district administration but due to the highhandedness of the 7 AR personnel.
After the joint meeting, C. Kipili Sangtam also convened a meeting with the tribal hohos, NGOs and political parties.
The meeting condemned the AR personnel’s action. One AK 47 rifle which was seized from one AR jawan by the irate mob on Sunday, was handed over the AR in the presence of SDPO and OC Kiphire DEF Tuesday.
The political parties also expressed appreciation to C.Kipili Sangtam for his “timely intervention” by convening a series of meetings with the district administration, 7 AR, tribal hohos and NGOs of Kiphire for normalizing the situation.
Meanwhile, a representation submitted to DC Kiphire by eleven Ward Chairmen of Kiphire Town pointed out that despite Captain Vinod’s assurances not to harass public in response to their appeal, the Sunday incident proved otherwise.
They pointed out that on Saturday at around 6.30 p.m., 7 AR jawans under Captain Vinod inflicted torture on three youths- Tsalithri, Thsitongchum, Yangkyuchum and Rolise (at Police Point) and also seized their mobile phones. They blamed the sequence of incidents on Captain Vinod Bhuvan that led to injury on civilians and others besides causing colossal loss of public properties.
The 11 Ward Chairmen also issued a three-point charter of demands. These include- disciplinary action against Captain Vinod; immediate probe into the nature of injury and the status of treatment of the victims and medical compensation for the victims.
ENSF expresses unhappiness over April 29 Dimapur incident
The Eastern Naga Students Federation (ENSF) in reference to the statement made by Throngso Yimchungru (former ENSF Speaker) published in the local dailies on April 29 has termed it as “utmost regrets and unhappiness.”
ENSF President, Likhumse Sangtam and General Secretary, Honang M Jessuhu in a press statement said that the Federation without any bias or favoritism declares the incident as “unwanted, unexpected and unaccepted” to a civilized society.
It further stated that, “If the concerned authority is serious about its goals and objectives, then such individuals/culprits should not be sheltered or accommodated under its umbrella.” It added, “The word ‘accident’ itself explains its unintentional nature whereby the mistakes made by the victim could have been compromised or could have asked to compensate at the same.”
The federation further opined that an individual clash should have been resolved within the purview of the context instead of “uttering a defamatory or a condemnatory speech against the people and the organization of the Eastern Nagas.” The note added, “Such remark has deeply hurt the sentiments of all the people of the Eastern Nagaland and further appeal for justice without delay.”
The ENSF asserted that it should be clearly understood by the general public, National workers and even the State Government that “the Eastern Organization is formed with the mass consensus of the poor and deprived people within Naga society.” It added, “We are never against any Naga National Groups or tribes. We uphold everyone as true Nagas by blood.”
The ENSF iterated its fight for socio-economic and political justice. It said, “We Easterners shall never inflict any harm while striving for justice and equality.” The ENSF also expressed the Eastern Nagas hope to live as equals with their fellow Naga brethren. “Sovereignty is the utmost and most aspired goal of all the Nagas and it is never confined to any single Naga Political Groups, tribes or individuals,” it said.
The Federation conveyed its support to the ENPO stand on the issue and further appealed to the collective leadership of the NSCN-IM to comply with the same.
Kiphire organizations appeal for ‘immediate investigation’
A joint representation by various organizations from Kiphire to the Deputy Commissioner has demanded “appropriate disciplinary action against the erring officer, Captain Vinod Bhuvan” over the April 28 incident. It further appealed for immediate investigation on the nature of the injury and the status of treatment given to victims of the incidents at the Traffic point and Assam Rifle gate in Kiphire. It further called for immediate medical compensation for the victims by both the Assam Rifle and the Nagaland Government.
The representation was signed by Yangkhaba Sangtam, Vice Preisdent of the USLP; Methre Yimchunger, President of the YTC, Kiphire; Tokuho Sumi, President of the Sumi Hoho, Kiphire; Horise Sangtam, President of the Joint Forum, Kiphire and all eleven ward Chairmen of Kiphire Town.
The note termed the incident as “unfortunate and regrettable.”
However, the statement clarified that the event occurred due to a “series of harassment meted out to the public in the hands of 7th Assam Rifles Kiphire post under the Command of Captain Vinod Ghuvan.”
It alleged that the AR had been continuously checking the personal belongings of the public. It informed that people would be “detained and frisked” and that “derogatory languages” were also used, thereby “hurting the sentiments and emotions” of the people.
The note also informed that in view of this, a joint forum of GBs and DBs of Kiphire had met the concerned Officer, Captain Vinod Bhuvan, Post Commander of Kiphire post on April 19. It stated that the forum appealed for the curtailment of such harassments being meted out to the public. “Capt. Vinod Ghuvan assured the visiting team to restrain while performing their duties,” stated the note.
The joint forum also highlighted the matter before the district level security meeting chaired by the Deputy Commissioner held on April 20. It informed that the meeting comprised of the district administration, district executive force, the Assam Rifles, SIB Officials and the Joint Forum at the Deputy Commissioner’s official chamber.
It added that despite such coordinated meetings and repeated appeals, the “physical torture inflicted on innocent youths without any rhymes and reason” was the reason behind the incident.
Magisterial enquiry committee constituted
The state government has constituted a magisterial enquiry committee to probe into the consequences leading to the unwanted situation in Kiphire since April 28 evening. Talking to media persons in his office chamber this morning, Home Minister G. Kaito Aye said the magisterial enquiry committee would probe into the entire situation and submit its report to the government within one-month time. Aye said that the Chief Secretary has been entrusted to take care of the committee. Meanwhile, Aye has appealed to the people of the area and the security forces to maintain calm and restrain themselves from further aggravating the situation.

A co-ordination meeting was held at the Assam Rifles (AR) camp here today with Parliamentary Secretary Power C. Kipili, DIG Range W. Krome, Commandant 7 AR DB Tingre, district administration and NGOs to discuss matters and resolve the incident that occurred on the night of April 28 wherein a mob burned down vehicles and the official residence of DC Kiphire. This was preceded by jawans from the AR assaulting three children in Kiphire town.
Addressing the meeting, C. Kipili said a ‘High Level Committee’ will be constituted to ascertain “what has gone wrong” and also appealed elders to find a solution so that the situation can be normalized. He also appealed members present to extend co-operation to each other so that the situation will not go out of hand.
DIG range said, “What has happened has happened but we have to put our heads together to bring back the situation to normal.”
Locals who spoke on the occasion, including NGOs, expressed displeasure with the AR for their “high-handedness” and said, it is because of the action of the AR that the situation has come to this. It has been reported that the AR has been aggressively frisking locals for the past 2-3 months, giving rise to displeasure among the people.
Nonetheless, the district administration has imposed 144 CRPC till further orders and ‘shoot at sight’ has also been imposed if more than three persons are seen moving in town areas. The mob in Kiphire, reacting to the assault of three minors by jawans of the 7 AR, had burned down six (6) vehicles, of which four (4) belonged to the district administration, one (1) to DEF and one (1) to AR. The mob also burned down the DC of Kiphire’s official residence.
Following an altercation the night before, people of Kiphire town stormed the 7AR camp, after which the AR opened fire on the people leading to the injury of four (4) youths, with two in critical condition. One AR jawan was also injured after the mob caught him. The patients are being treated at District Hospital Kiphire.
Torechu appeals for restraint
Against the backdrop of the tense situation in Kiphire following the assault of three minor boys by Assam Rifles personnel on Sunday last, parliamentary secretary for Excise, Economics & Statistics and LM&CP, T Torechu, has urged for restraint from all quarters to bring back normalcy in the district.
Expressing displeasure over the ugly turn of events, Torechu who also represents 60 Kiphire-Pungro assembly constituency, in a press statement said that the AR personnel, in the first place, should not have gone to the extreme of harassing innocent public, especially children, in the name of maintaining law and order.
The parliamentary secretary said in the interim period of ceasefire with all Naga political (underground) groups, it was expected that all parties involved in the peace process and the public at large should give their best on how to bring about an ‘honourable and lasting solution’ to the protracted Naga problem.
While expressing reservation over the reported “excess” on the part of AR personnel, Torechu appealed to the public of Kiphire not to take law into their own hands but to repose their faith and confidence in the district administration to redress their grievances. Given the present situation, Torechu called upon all concerned groups, parties and tribal hohos of Kiphire to try their outmost in bringing back normalcy in Kiphire district.
