Gadkari to visit Mon and Tuensang today

BJP Nagaland state unit has invited all to attend the “public hearing and consultative meeting” during the visit of BJP president Nitin Gadkari to Mon and Tuensang Friday who was scheduled to “listen” to their grievances in Eastern Nagaland. 

In a statement, BJP High Power Committee (HPC) on Eastern Nagaland convenor M. Chuba Ao and co-convenor K. Medom Angami along with five members said that based on a consultative meeting held with Eastern Nagaland Peoples’ Organisation (ENPO) on December 5 had also declared the acknowledgement of the “unique background and separate entity” of the Eastern Naga people.

The declaration stated that BJP state unit and ENPO would join hands together for further progress of the Eastern Naga People’s movement while reaffirming that the Eastern Nagaland people should be accorded “constitutional status” that they deserved. 

The BJP HPC also has lauded the ENPO for its active support to the “statehood demand” and lamented that the UPA government at the centre, instead of settling the issue had offered a “financial package” which had been rejected by the people.

The HPC statement informed that ENPO had submitted a memorandum to state Lok Sabha MP C.M. Chang as he hailed from the eastern region but the MP failed to raise the issue in parliament. 

This response showed that Naga People’s Front (NPF) legislators and MPs were following the “dictate” of state chief minister Neiphiu Rio, said BJP HPC. It has also alleged that NPF was against the wishes of Eastern Naga people which hampered the growth and development of the region.

ENSF, NVCO release book against corruption

A book titled “enough is enough, say no to corruption” was formally released by Khiamniungan Baptist Churches Association (KBCA) executive secretary Rev. B. Pinglang at the 5th Eastern Naga Students Federation (ENSF) cultural festival December 12 at Noklak, Tuensang.

In a joint press release, NVCO president Kezhokhoto Savi and ENSF president Hawang T. Wangsha said the book was a compilation of joint representation of ENSF and Nagaland Voluntary Consumers’ Organisation (NVCO).

The joint representation was submitted to state government and union ministry of home affairs for cancellation of the work for construction of permanent HQ for 12th, 13th and 14th NAP (IR) BN at Chingtok, Yachang and Okhezong awarded to M/s Singh Construction Co & M/s Perfect Construction by chief engineer, police engineering project Nagaland and union ministry of road transport & highway  for the construction of nine bridges awarded to M/s National Construction & M/s Perfect Construction by the chief engineer PWD(R&B) Nagaland in violation of tender norms of both NPWD & CPWD Code. 

The book was released during the workshop session on consumer rights conducted by NVCO attended by over 800 delegates, signatories said.

Explaining the title of the book “enough is enough, say no to corruption”, they said illegal practices was going on for more than 35 years and a lot of public funds meant for development was fleecing in this manner. 

Hence, they said “enough is enough and it has to stop from here.” ENSF and NVCO stated that technocrats should not mislead the government and even the government should not simply approve it.

Don’t pay firms till completion of road construction: YAA

Yimchungrü Akherü Arihako (YAA) has appealed the responsible department not to pay contractors and firms before the completion of road repair/construction along National Highway (NH) 155 that falls within Yimchungrü jurisdiction.

In a statement, YAA president Z. Throngshe and general secretary Deventhong said that the student organization would take appropriate steps in the interest of general public if the department failed to do so. The organization also requested the contractors and firms to resume the ongoing construction of roads at the earliest. 

YAA informed that it carried out an inspection of HN-155 between October 24 and 26 stretching from 107 km towards Kiphire via Shamator. The visiting team noticed potholes and damages in almost every portion which required immediate repair, said Yimchungrü Akherü Arihako .

Between 07-20 km, YAA said it found out that “most of the portions have been left untouched during the execution of work M/S KKAZHETO KINNIMI, a class-I contractor”.

The student organization recalled that on several occasions it had reminded the contractor/firm to execute the work as per the specification of the work which was clearly mentioned in Detailed Project Report but the latter failed to do so. 

Yimchungrü Akherü Arihako has asked the responsible Department to issue directives to the contractor/firm to resume the remaining works and complete them before December 20, 2012.

ENPO rejects oil, natural gas regulations

Eastern Nagaland Peoples’ Organisation (ENPO) Saturday rejected Nagaland Petroleum and Natural Gas Regulation 2012 (NPNGR 2012) and reiterated the organization’s position that there should be no exploitation of oil and natural gas or any other mineral deposits within ENPO jurisdiction.

In a statement, ENPO president P. Pongon Khiam and joint secretary Manglang Phom said the state government was aware of the organization’s stand and difficulties while stating that ENPO was well aware of the “potential socio-economic and developmental benefits” as it was not opposed to correct utilization of natural resources.

ENPO has requested the state government and stake holders to “bear with the public” of ENPO till such time when a “gradual and steady” consultations at all grassroots levels were arrived at taking into account “fairness of mutually acceptable” and agreeable principles were “fine tuned and worked out”. 

ENPO also said that it also believed in systematic and sustainable approach towards exploitation and mining of natural resources inclusive of the fragile environment issues which were known by all. It has asked the government and stake holders to “honour” public sentiments and opinion of ENPO.

It may be mentioned that the draft NPNGR 2012 and the final report of the Cabinet Sub-Committee on Petroleum and Natural Gas was approved and adopted by voice vote on the second and last session of the Twelfth session of the 11th NLA on September 22 this year.

Planning minister T.R. Zeliang, who was also chairman of Cabinet Sub Committee (CSC) on Petroleum and Natural Gas (PNG) laid copies of the final report of the (CSC) on (PNG) as well as NPNGR 2012 Friday which was later moved by Chief Minister Neiphiu Rio Saturday. The House then approved  the Nagaland Petroleum and Natural Gas Regulation, 2012.

Be prepared for disaster, says Kiphire DC

National Disaster Rescue Force (NDRF) 1st battalion demonstrated disaster management to citizens, NGO’s, civil societies, ward chairmen ,GBs DBs and officers at the helipad ground on November 14 in the presence of deputy commissioner Kiphire,  Kesonyu Yhome IAS on the third day of its demonstration to schools and villages in the district.

Giving the key note address, the DC said that disaster may be manmade or natural but one should be prepared for it at any time. 

He also added that seismically Nagaland is placed in zone five of the highly seismic zone however people are least prepared and therefore asked the members present to be aware of it. 

He also expressed gratitude to NDRF for demonstrating its preparedness on disaster. SDO (C) Lankonsen Tsanglo who chaired the programme welcomed the gathering and gave a brief account on the program. 

NDRF demonstrated on disaster management equipments to the gathering and latter they also demonstrated how to go for operation in case of disaster.

GPRN/NSCN Phom region cracks down on drug users, peddlers

GPRN/NSCN Phom region have apprehended 13 habitual drugs users and 5 peddlers at Yaongyimchen and Alayong villages under Longleng district on October 23.

According to GPRN/NSCN Phom region education Kilonser A. Chuba Phom, the drug users and peddlers were held while GPRN/NSCN was conducting routine tour cum area domination duty covering all the villages under its jurisdiction. 

Reports reaching Nagaland Post said, the kilonser also disclosed that when his team reached Yaongyimchen village, team members also caught “red handed” one person carrying consignment of “spasmo proxyvon” and brown sugar which was transported from a neighboring state. 

The haul during the tour included 1,225 spasmo proxyvon capsules, 5 grams of brown sugar, 110 tiny packs of opium and 1 kg of dry leaves of cannabis. 

The habitual users apprehended were identified as Alemlukba Phom, Takudong Phom, Tali Akum Phom, Mechuba Phom, Yangsong Phom, Tongpang Phom, Isac Phom, Hamong Phom, Mangko Phom, Alemba Phom, Sentong Phom, Alemtoshi Phom and Imti Phom, all from Yaongyimchen and Alayong villages. 

The peddlers have been identified as Toshi Yimba Phom, Chubameren Phom, Hanni Nongba, Pongshei Phom, Mejong Phom, all from Yaongyimchen and Alayong villages.

The kilonser disclosed that they were released after two village council chairmen and the “offenders” of both the villages pleaded and agreed to sign a bond that if they would be punished if they repeated the same offence. 

He also warned the drug users and peddlers in Longleng district to stop their activities immediately. Later, the seized consignments were destroyed by GPRN/NSCN in the presence of village councils from both the villages, Church elders, student leaders and publics from both the villages in the evening.

ENPO tribal units oppose Special Plan Assistance (SPA) from Centre

Reaffirming the stand on Special Plan Assistance (SPA), six tribal units of Eastern Nagaland Peoples’ Organization (ENPO)- Chang Khulie Satshang (CKS), Konyak Union (KU), United Sangtam Likhum Pumji (USLP), Phom Peoples’ Council (PPC), Yimchunger Tribal Council (YTC) and Khiamniungan Tribal Council (KTC) Saturday rejected “in toto” the SPA granted by Planning Commission of India as special development package for Eastern Nagaland. 

In a joint statement, representatives of the six units also warned that any tribe, organization, elected members, contractors, individuals involved in the “so-called Special Development Package for Eastern Nagaland” would be doing so with their own risks. The six tribal units also disclosed that they have “unanimously rejected” the offer of Rs. 2 crores each for construction of tribal complexes while asking the state government as to why it should go ahead with the work programmes despite ENPO’s rejection. 

Further, the signatories stated that though the state government had prepared the work programmes as reported in Nagaland Post, they would not allow any works to be initiated within their jurisdictions out of Special Development Package for Eastern Nagaland. 

It also stated that ENPO was not a platform or source for accessing central funds to clear the state government’s liabilities.  They reminded that as per the public resolution on June 12, 2012 at Tuensang, all the six tribal presidents on behalf of ENPO public rejected the state government’s offer. 

They said the decision was officially conveyed to the state chief minister June 22, 2012 at CM’s Banquet Hall besides their demand for a “full-fledged statehood”.

ENSF fetes Chang

Eastern Naga Students’ Federation (ENSF) has congratulated Nungsanglemba Chang on being appointed as board member to NPSC which is the highest recruiting body of the state. The federation stated that it Chang’s appointment to the commission was the right step towards “greater justice” for the general interest of the educated unemployed of the state. ENSF president Hawang T. Wangsha and general secretary Changsang also said that Chang’s representation to the commission on behalf of the eastern Nagas would benefit the whole Nagas in general.

Eastern Naga Students’ Federation dismayed with proposals under Special Plan Assistance

Eastern Naga Students’ Federation (ENSF) has expressed its dissatisfaction with the proposals submitted by implementing departments under the Rs. 333 crore Special Plan Assistance (SPA) for Eastern Nagaland and has appealed to the state chief minister to rectify the same.

ENSF also warned that if its appeal was not taken into consideration, it may “denounce” the SPA and the final annual plan budget (2012-13).

The representation signed by ENSF president Hawang T. Wangsha and general secretary Changsang Soted forwarded to the chief minister on September 13 stated that major segment of the funds have been allocated on already on-going works/projects under PWD (R&B) and emphasized that the same were “not at all desired and encouraging”.

ENSF argued that there was “random” targeting of projects which were not of much importance for the welfare of region. It asserted that funds allocated under SPA on the ongoing works were made against the wishes of Eastern Nagas and the proposals in their current form would not have a “positive and visible impact”.

Pointing out that there were also possibilities of “diversion and over lapping” of funds for ongoing projects which needed no additional funds from SPA to complete, ENSF said amounts have already been drawn and remaining funds were yet to be utilized.

ENSF has appealed to the state government to take the views of the student federation in the planning process under SPA and requested the state government to look into the issues raised before annual plan budget (2012-13) was finalized.

ENSF demands completion of abandoned projects

Eastern Naga Students’ Federation (ENSF) Thursday demanded the immediate completion of works and projects “abandoned or lying incomplete” in most parts of Eastern Nagaland. In a statement, ENSF president Hawang T. Wangsha and general secretary Changsang Soted said that all incomplete works under Eastern Nagaland should be completed within the stipulated time maintaining workmanship as per DPR/work orders.

The federation warned that failure to “comply”, it would take own course of actions.While supporting the 10-day ultimatum served on the chief engineer, PWD (R&B) by Yimchungrü Akherü Arihako demanding disciplinary actions against the departmental engineers and staff for manipulation in preparing Detailed Project Reports (DPR) for construction of Aghunato-Shamator road under NLCPR, ENSF also expressed dismay to learn that almost 95% of the fund has been drawn against the said work. 

ENSF has also stated that C.E. PWD (R&B) must initiate necessary actions against those supervising officers involved and demanded that the responsible department to justify how the DPR has been manipulated.

Eastern Naga Students’ Federation urges state government to check misuse of funds

Eastern Naga Students’ Federation (ENSF) Wednesday urged the state government to check and scrutinize funds allocated to Eastern Nagaland (Rs. 300 crore special package) under special plan assistance.

The federation also appealed to the state government to approve only fresh works to be undertaken/carried out through the same especially in education sector, health, road transport and communication.

In a statement, ENSF president Hawang T. Wangsha and general secretary Changsang Soted while lauding the central and state governments for acknowledging the backwardness of Tuensang, Mon, Kiphire and Longleng districts, expressed apprehension that the special allocated funds for the region might be misused if not handled and scrutinized appropriately.

ENSF has urged the state government to implement and survey the works/projects minutely so that no misappropriation of funds was detected or workmanship compromised. 

The federation said it discourages and opposed the same fund to be diverted to the ongoing works and stated that such one-time special funds should be used judiciously.

While requesting all the departments to give due developmental share to the Eastern districts from the total budget of the state government, ENSF said it would be comparing the funds allocated to the region with the rest of the state districts in the current fiscal year for both state and central funded schemes.

ENSF said that it was working on the distribution of all the funds allocated to districts for the past 3-4 years and assured the government that it would present for necessary remedial action this current financial year.

ENSF reiterated that all contract/supply works within Eastern Nagaland districts should be allocated only to the local indigenous inhabitants and contractors/suppliers of the four Eastern Nagaland districts so as to streamline transparency and accountability of workmanship.

It maybe mentioned that the state chief secretary had earlier clarified that Rs. 300 crore package for Eastern Nagaland was under special plan assistance and the package was neither in place of the demand for a separate state nor it was intended to soften ENPO stand on “Frontier Nagaland”.

Chief minister asks ENPO to reconsider ‘Frontier Nagaland’ demand

Winding up the three-day long discussion on the demand for ‘Frontier Nagaland’ by Eastern Nagaland Public Organization (ENPO) at the ongoing budget session, the state chief minister Neiphiu Rio Monday appealed to NLA speaker Kiyanilie Peseyie to convey the “sense of the assembly” to ENPO to reconsider their demand for a separate state.

Acknowledging the speaker for extending the discussion for three days, Rio urged upon the speaker to convey the discussion and “sense” of the house to ENPO and appealed to ENPO to reconsider their decision so as to strengthen the unity of Naga society. 

Agreeing with the members from treasury and opposition benches, particularly senior Congress members and admitting everyone “collectively failed”, the chief minister said people should work together with collective efforts to mould up the four districts and appealed to the ENPO to re-evaluate their decision. 

He also urged ENPO to come forward to the government for dispensation on what would be best suited to accelerate the welfare of backward areas.

Rio said attention has to be focused towards the future of Naga people, adding that the government stood for unity and reconciliation and integration. 

Stating that Nagas have to live as one family, he opined that people needed to realise their mistakes and address issues with more seriousness.

Admitting and agreeing with the members of the house that there was socio-economic backwardness and lack of human resources development in the ENPO areas, the chief minister however disagreed to the political dispensation. 

He pointed out that there was Regional Council in 1963-74 in undivided Tuensang district, with a special provision to have a regional council with 35 members headed by DC as the chairman.

However, he stated that the chairman was less powerful than an MLA and had no financial power, so they decided to dissolve and participate in the state general elections from 1974 and were given 20 MLA seats. 

The seriousness and historical status was given less importance and undivided Tuensang was neglected on all fronts, he said.
The chief minister stated that when statehood was created in 1963, the budget allocation for Tuensang area was 13.49% and utilization was 11.02 % and while the first ten years accumulated it was 12.94 % and utilization was 11.67 %. 

He said the percentage allotted utilization was not fully done during the first ten years. He also said that from 1963-89 there was no question of surrendering the fund, but all the funds were and was ample chance for the state to develop many infrastructure, but had not done so.

“We did not utilise the funds given generously but we got the shock when 12th FC Award came and the Special Category State funding was changed in 1989”, Rio stated.

He said that in a democratic country, everyone had the right to submit memorandum to any agency to air their grievances. Stating that the ENPO demands for statehood could be culmination of frustration and outburst of their grievances being submitted to the highest body in the country, he said it was good that they (ENPO) had raised their voices otherwise people would continue to remain in dark and not take their grievances seriously. A total of 33 legislators both from ruling and opposition benches took part in the discussion.

Participating in the discussion, minister for power Doshehe Y. Sema said that he fully endorsed the views of other members, stating that the successive governments have failed to address the issue of the area. 

He also felt that failure in maintaining equilibrium on socio-economic development in these areas by the successive governments resulted to the demand for separate statehood by ENPO. 

He said that the entire government machinery, politicians-opposition and ruling, ex-legislators and members and contractors & suppliers were also to be blamed, adding, the government machinery could not formulate proper prospective plans for the four districts, which hurt the sentiments of the people. 

The minister suggested that careful approach should be taken and all should put their heads together to bring out a prospective plan for these areas. 

He also requested the ENPO to come forward and deliberate with the government so that the future generation would not blame the present generation. 

Minister for planning and coordination T.R. Zeliang also voiced out concerns regarding frustrations and discriminations caused to the backward tribes. He said the sentiments of the people should be understood and that everyone should fight for total integration.

Minister for health and family welfare Kuzholuzo Nienu lauded the chief minister for taking initiative for the development of the backward people. 

He said the DAN government has brought various developmental activities since it came to power in 2003 and felt that there has to be a paradigm shift in the attitude of the advance tribe towards the welfare of the people from the backward areas.

DUDA advisor E.E. Pangteang said many governments had come and gone during the last 48 years but the matter was been discussed for the first time now. He said that no one should point fingers at one another but work together on how best to solve the matter. 

He pointed out that there was step-motherly treatment in development and employment front in the four districts, however, the DAN government in 2003 created DUDA and visible developments were taking place. 

Parliamentary secretary printing and stationery and fisheries S. Heno said the chief minister has done a lot for the Eastern Nagas citing the instance of creation and upgradation in administration and new RD blocks.

Parliamentary secretary CAWD Torechu appealed to all to work together for the betterment of the Naga society and stated that during the last nine years there were visible developments in the four districts.

Parliamentary secretary for IPR R. Tohanba also stated that the 20 legislators from Eastern Nagaland has sat together and talked on working out the issue. 

He was of the view that over the years many development activities have been neglected and suffered economically which added more grievances to the people.

Advisor art & culture Deo Nukhu suggested setting up of a Regional office of DUDA in Tuensang headed by project director and engineering wing should be created. He also suggested that cadres for the area should be made with special incentive and for a fixed period without being transferred, particularly teachers.

Congress MLA Kheto said that if members of ENPO from the treasury bench felt that the DAN government has been doing all the developmental activities and they were happy with the performance for the welfare of the people of the area, there was no use in discussing the issue in the flood of the Assembly.

Congress MLA Joshua Sumi said it was sad that demand for separation has started amongst the people. He said the state was very small, and to be disintegrated was “unimaginable”. He also said that government should be serious in implementing the special schemes for the backward people.

Eastern Nagaland Peoples’ Union, Zunheboto (ENPUZ) bans flow of ‘domestic helpers’


Eastern Nagaland Peoples’ Union, Zunheboto (ENPUZ) has decided to impose “ban” on the flow of “domestic helpers” in Zunheboto from six Eastern Naga tribes -- Chang, Khiamniungan, Konyak, Sangtam, Phom and Yimchunger. ENPUZ stated that the decision was taken as a “measure” in view of the “rising concern of abuse” received by the union including “suicide” in some case.

In a statement, ENPUZ president Yimso said that the union would conduct a two-day registration drive on March 9 and 10 at Sangtam Baptist Fellowship compound, Old Town near Government Higher Secondary School from 11:00 a.m. to 2:00 p.m. for “present employees”. 

The registration fee per head would be Rs. 100, said ENPUZ. The union has asked “employers” to bring “in person and furnish details” of domestic helpers, failing which ENPUZ would take its own course of action.

ENPO firm on Frontier Nagaland; calls for support

The Eastern Nagaland People’s Organization (ENPO) has said that the organization’s demand for a separate state is not against any political groups whether underground faction, civil or Naga political groups, tribes or leadership but a “movement” against “injustice” and should be given “support” and “solidarity.” 


The ENPO’s president declared the statement during the ‘Reconciliation Meeting’ held yesterday, Wednesday in Dimapur. In his speech, president of the ENPO P Pongom Khiamniungan said that the demand should not be “misinterpreted or misconceived.” 


The president stated – “Dear fellow Naga brethrens, I know many of you may not find it appropriate to what I have to say next – but however, it is only fair and honest in all humility to share with you for your support and blessings. That, the people of the ENPO had long resolved to demand a separate state called ‘frontier Nagaland’ which is purely a peaceful and a democratic movement against social, economic and political injustice, deprivation and suppression, and hence a movement for the sincere upliftment and progress of the fellow Eastern Nagas of the ENPO.”


The “movement” is not against any communities or tribes, civil organizations or the undergrounds, the ENPO asserted. “Therefore the ENPO appeals that the demand for statehood should not be misinterpreted or misconceived. 
Rather, we seek your support and blessing in all humility in oneness and love for the fellow downtrodden Eastern Nagas of ENPO.”


The ENPO asserted further that it continues “to resolve to stand on the call and appeal for the reconciliation of all Naga political groups/factions for the immediate cessation of killings, bloodshed and all forms of violence amongst fellow Nagas.”


The organization said it would continue to support the efforts of “an honoured final political settlement if so desired by the Naga people based on the historical and political rights of the Nagas through a purposeful and meaningful reconciliation.” 
The ENPO seeks “support” and “solidarity,” the ENPO president added.

Meet on women reservation in Tuensang

After thoroughly deliberating on the issue of women reservation for town council and municipal, the majority vote favored to implement option No.3 for the forth coming election of town council for Tuensang.
The meeting was attended by district administration Tuensang, ENPO officials, advisors TTC and various political parties of Tuensang district including Congress, NPF, BJP, NCP at DC conference hall Tuensang on February 14. K. Jessie Akheam Yim, general secretary (Admn) BJP Tuensang district said as per government notification there were three options to choose for women reservation, after serious discussion, the majority voice vote favored to implement for option 3 for the forth coming election of town council for Tuensang.
The affected reservation seats included 3, 6, 9 and 12 for Tuensang. There are 13 wards in Tuensang Town.

Longleng legislators donate ambulance

A new Tata sumo ambulance donated by legislators of Longleng district from LAPD 2011-12 common pool through the initiative of Pangnyuh Phom, parliamentary secretary rural development and Dako Phom, parliamentary transport & communication was formally handed over to Y.B. Angam, honorary secretary, Longleng district branch, IRCSN by state governor Nikhil Kumar who is also the President of Indian Red Cross Society, Nagaland in a simple ceremony held at Raj Bhavan on February 4. 

After handing over the ambulance, a dedicatory prayer was pronounced by Rev. Dr. Anjo Keikung, general secretary NBCC for the service of the needy.

The function was attended by state managing committee members IRCSN and a host of NBCC executive secretaries.
General Secretary Zakie Kire expressed hope legislature of Wokha District, Noklak Sub Division and Member of Parliament Lok Sabha will also make the Ambulance services available in their respective area in a very short time as assured during the last Annual General Ceremonial function of IRCSN held on June 22, last year.

Eastern Naga Students’ Federation lifts ‘Socio-Economic Caste Census abeyance notice’

Eastern Naga Students’ Federation (ENSF) has decided to lift the abeyance notice issued earlier on Socio-Economic Caste Census (SECC) across Eastern Nagaland. ENSF had said that SECC exercise in Tuensang, Mon, Longleng and Kiphire would be kept in abeyance till the state government invited Government of India officials and convened a consultative meeting with the federation.

Speaking to Nagaland Post Saturday, ENSF general secretary, Changsang Soted said that the implementing department and respective administrations should also convene an awareness programme with ENSF federating units in their district headquarters and sub-division of Shamator and Noklak latest by February 12 so that they could disseminate adequate information to the people in rural areas. 

The decision has been based on the written “assurance” from the Joint secretary, SECC implementing department, government of Nagaland, Neposo Thulu on January 16.

SECC 2011 was formally launched in Nagaland with chief minister Neiphiu Rio becoming the first person to be enumerated at his residential office in Kohima on January 16. 

A letter dated January 13, 2012, addressed to ENSF general secretary, the state government through the Commissioner & secretary, Rural development V. Sakhrie, had allayed the ENSF’s apprehension with a four points explanation and sought their cooperation for making SECC 2011 operation a grand success. 

It was clarified that SECC, 2011 was a nation-wide exercise being conducted throughout the country by the central government through the state governments to assess the socio-economic status of the people.

He further clarified that the term ‘caste’ used in SECC operation had nothing to do with the state of Nagaland which was a recognized tribal state under the Constitution of India. SECC 2011 operation was only a nomenclature to determine the socio-economic status of all citizens in the country. 

The letter from the state government said that it had no mala-fide intentions whatsoever but was only trying to implement the welfare programme of the central government purely in the interest of the people.

Meanwhile, ENSF also asked the Nagaland police department to clarify when and on which media was the advertisement for posts of more than 700 constables was advertised and inquired if the 25% job reservation was maintained in the same advertisement. 

ENSF said if the issue was not publicly clarified, more than 700 posts would be recruited through “back door appointment”. 
While stating that ENSF also learnt that the scrutiny test for the constable posts were going to be held on February 8, 9 and 10 at the police training centre, the student federation asserted that educated unemployed youth of the state should get equal share in the posts.  

ENSF also said that the advertisement for the recruitment of 22 ABSI and UBSI posts was made in 2011 but the ongoing training was taking around 200 candidates. 

It wanted to know from where the additional posts have been created and why the same was not advertised. While urging the DGP and Home minister of Nagaland to immediately cancel the ABSI and UBSI, ENSF also demanded to strictly maintain the 25% job reservation policy. It warned of initiating stringent action if the matter were not rectified at the earliest.

ENSF-Government meet ends on ‘positive note’; Rio assures action

Meeting between ENSF and state government appeared to have ended on a positive note Friday with government assuring the former that all its demands would be addressed soon. 

The meeting called by the state chief minister and attended by government officials including education department officials led by state chief secretary and ENSF in the presence of its federating units, ENPO, ENLU, was held at Niathu Resort here. 

Talking to Nagaland Post over phone Abu Metha, press secretary to chief minister, said the meeting ended on a positive note, saying government has assured the ENSF to resolve all its demands. 

 ENSF general secretary Changsang Soted said the ENSF, after a threadbare discussion, has decided to call off the indefinite agitation. ENSF has thanked and acknowledged the presence of chief minister, cabinet secretary, chief secretary and officials from school education department, and officials from Eastern Nagaland for their co-operation and assistance towards the ENSF.

Rio has assured ENSF to fulfill seven points related to teachers’ recruitment Friday. This followed the meeting ENSF held with chief minister Neiphiu Rio, Education department officials along with state chief secretary and Eastern Nagaland Legislatures’ Union (ENLU), Eastern Nagaland Gazetted Officers Association (ENGOA), Eastern Nagaland People’s Organization (ENPO) at Naithu Resort, Soted said.
Soted said the following were the list chief minister had assured.

1. 819 posts which were previously allotted to Eastern Nagaland will be re-advertised shortly, those who have already applied would be considered and new candidates can also apply. Results across the state would be declared the same day.

2. 497 posts has been approved and sanctioned for the six tribes by the ministry for Eastern Nagaland.

3. 220 teacher posts under Model School created in Eastern Nagaland jurisdiction.

4. 66 teacher posts both primary and graduate under Kasturba Gandhi Balika Vidyalaya would be given to Eastern Nagaland.

5. Those posts which were kept as security by the school education numbering 132, would be advertised for Eastern Nagaland.

6. In the recently advertised Hindi teachers’ posts, the department has agreed to rectify the qualifying mark and make it 40% Eastern Nagaland. Preference will be given to local candidates and the distribution of posts would be done district wise.

7. Rio also assured that school education department would verify schools under Eastern Nagaland jurisdiction and would identify shortage of teachers. After this required number of teachers post would be created by the government according to the shortage of teachers.

ENSF after a threadbare discussion decided to call off the indefinite agitation. Meanwhile, the student federation thanked and acknowledged the presence of chief minister, cabinet secretary, chief secretary and officials from school education department and officials from Eastern Nagaland for their co-operation and assistance.

Government - Eastern Naga Students’ Federation meeting inconclusive

Eastern Naga Students’ Federation Thursday alleged that chief minister Neiphiu Rio failed to attend the consultative meeting convened to discuss its demand on teachers’ recruitment at Kohima Thursday. 

ENSF said that the chief minister was engaged in some other work and could not attend the meeting even as the students’ federation, Eastern Nagaland Legislatures’ Union (ENLU), Eastern Nagaland Gazetted Officers Association (ENGOA), Eastern Nagaland People’s Organization (ENPO), chief secretary and commissioner & secretary were ready to hold the meeting.  

ENSF added that they walked out of the venue after waiting for the chief minister for an hour. On their way out, they received a call from the chief secretary stating that the meeting could be held on Friday (February 3)  at Niathu Resort, Dimapur. 

It may be mentioned that ENLU had assured ENSF that the matter would be taken up with the government as was discussed at Mon with the ENGOA, ENPO, Eastern Nagaland Women Origanization (ENWO) and all the six tribal bodies of Eastern Nagaland. ENSF Wednesday decided to temporarily suspend its ongoing phase II agitation while keeping the phase III stir in abeyance. 

The decision followed the request made by ENLU, ENPO, ENGOA, ENWO and all 6 tribal bodies. The students’ federation has expressed dismay over the government “inaction and attitude”.

Eastern Naga Students’ Federation ‘temporarily’ suspends stir; puts on hold phase III agitation


After a prolonged deliberation, Eastern Naga Students’ Federation (ENSF) Wednesday morning decided to temporarily suspend its ongoing phase II agitation while keeping the phase III stir in abeyance until further notice from the ENSF office.

The ENSF decision followed the request made by Eastern Nagaland Legislatures’ Union (ENLU), Eastern Nagaland People’s Organisation (ENPO), Eastern Nagaland Gazetted Officers’ Association (ENGOA), Eastern Nagaland Women Organisation (ENWO) and all 6 Tribal bodies of Eastern Nagaland after a meeting held here. 

According to Hawang T. Wangsha, ENLU has assured the federation in presence of all the apex organisations of Eastern Nagaland that the written assurance issued by the state chief secretary over the five-point charter of demand would be implemented and fulfilled from the chief minister office. 

Meanwhile, it was learnt that the ENSF along with its federating unit presidents have left for Kohima to discuss the issue with the chief minister, chief secretary and commissioner and secretary. It was also learnt that if the meeting failed to meet the demand of the ENSF, the agitation may resume in a more aggressive manner.   


CTS urges govt. to address ENSF demand
Changsao Thangjam Setshang (CTS) has urged the state government to address the “genuine demand” of the Eastern Naga Students’ Federation (ENSF) at the earliest for the common good of the society. 

According to CTS president P.  Amungla Chang, her organization was appealing the state government to implement the ENSF’s five-point charter of demand which was accepted by the state government. 

The organization also extended its support and co-operation to the ENSF, as it was the student body “striving for the welfare of the younger generation”.

CTS also appealed the state government to fulfill the ENSF demands at the earliest in the larger interest of the Eastern Naga people.

Kiphire Town Students’ Union seizes shops selling expired goods

Kiphire Town Students’ Union (KTSU) in the presence of GBs and public Monday the burnt the expired goods which was seized last January 7 from some shops during a surprise checking by volunteers of KTSU at Kiphire town. 

Yangkimong Sangtam, Hd. GB Kiphire who was present at the site encouraged the students to conduct such checking on illegal and expired goods for the welfare of the general populace.

Meanwhile, KTSU cautioned the shopkeepers not to keep illegal and expired goods in their shops and informed to conduct surprise checking in the town.

Eastern Naga Students’ Federation phase III stir & Socio Economic Caste Census in abeyance

Phase III agitation would be launched only after a proper consultation with ENLU, ENGOA - ENSF .

Third phase of the ongoing agitation by Eastern Naga Students’ Federation (ENSF) against GT/UGT teachers’ recruitment would be launched only after a proper consultation with Eastern Nagaland Legislatures’ Union (ENLU) and Eastern Nagaland Gazetted Officer’s   Association (ENGOA). 

ENSF also said that Socio Economic Caste Census (SECC) exercise in the four districts of Eastern Nagaland would be kept in abeyance till the state government invited Government of India officials and convened a consultative meeting with ENSF. 

The decisions were taken after an emergency meeting of ENSF Sunday at Tuensang. According to Likhumse Sangtam, ENSF vice-president ENSF, the on-going indefinite agitation launched in protest against the state government’s failure to implement its five-point charter of demand would be continued in the same manner till the third phase of agitation was announced by ENSF office.  

However, speaking to Nagaland Post, ENSF general secretary Changsang Soted said “ENSF was prepared to stage third phase of agitation on January 30 but upon the request of ENLU, the agitation has been kept in abeyance”. 

ENSF stated that that on account of ENPO’s meeting on January 31at Mon, the federating units would allow plying of government vehicles used by ENLU and ENGOA. It also fervently appealed to ENLU and ENGOA to attend the meeting in the larger interest of the Eastern Nagas.

ENSF also said that, the education department has recently advertised Hindi teachers post in the state, in this connection, the federation reminded the department to implement the 25% job reservation which was accorded by the state government for the people of Eastern Nagaland in “letter and spirit”.  

It may be recalled that ENSF had earlier directed all its federating units and the general public to be prepared for the third phase of agitation. 

Mon public support ENSF stand
MON: Although the ENSF shutdown entered its fifth day Sunday, the daily day-to-day affairs of the general public remained unaffected. 
Except for few government vehicles seized by Konyak Students’ Union (KSU) volunteers, which were released later after 6:00 p.m., no untoward incidents were reported in Mon.

The people in Mon district have given their support to ENSF and were of the opinion that the student federation was doing the right thing in launching the agitation. Some went on to express the view that even the office and vehicles of the district administration should be within the preview of the shutdown.  

It may be mentioned that, except for the first two days (1st phase), the ‘bandh’ on all essential commodities, public transport, bank, schools and other private establishments were lifted. When a group of educated unemployed youths were asked of their opinion on the shutdown, they said that ENSF was going “very soft” by calling just for a ‘shutdown’. 

According to them, the people of the Tuensang, Kiphire, Mon and Longleng districts would be most willing to be “aggressive” in demanding for implementation of the ENSF demands. They also accused the state government of “playing with the people of the four districts”.

Eastern Naga Students’ Federation (ENSF) stir continues, says 3,789 teachers in Eastern Nagaland

Eastern Naga Students’ Federation (ENSF) Saturday said that there were 3,789 teachers (both PG/GT) in Eastern Nagaland while the entire state had 20,000 teachers and asserted that the people of the region were facing acute shortage of teachers.

Addressing a press conference Saturday evening along with the representative of its six federating units here ENSF expressed dismay over the state government’s non-implementation of its demand on the issue of teachers’ recruitment and restoration of posts in Mon, Tuengsang, Longleng and Kiphire districts. The federation said that despite repeated appeals and reminders, the state government was reluctant to implement its demand and this had forced the students to launch the agitation. 

The state government instead of addressing the grievance of the people, was creating further division amongst the people and it was most “unacceptable and unjustifiable”, stated ENSF. According to ENSF, the Government of India sanctioned enough money and schemes to the state but was not implementing them in the right direction. The federation also accused the commissioner & secretary, DSES of not knowing the actual grievances being faced by the people in the region. 

ENSF stated that it stood firm on its five-point charter of demand. It said that the assurance on positive five-point charter of demand was not a “backdoor agreement” but an “open agreement” which was also widely covered by various local dailies. While asking the government why it issued a positive nod when it was not in a position to meet the demands, ENSF asserted that it would not compromise with its stance. 

ENSF said that justice should be delivered at the earliest to the people and that it was not asking something new to the government but only reiterating their demand which was agreed upon by the government in principle. It has once again threatened to launch its third phase of agitation with no specific time frame but warned that it would be more “severe and stringent”. 

Eastern Nagaland Peoples’ Organisation (ENPO) terms DSES response ‘ridiculous’

Eastern Nagaland Peoples’ Organisation (ENPO) has termed “ridiculous” education department’s request to ENSF to submit a detailed list of those transferred along with posts out of four districts in eastern Nagaland without corresponding replacement.

ENPO general secretary N.T. Thamlong Phom and press secretary Mosa Konyak, in a release, appealed to the government to “immediately” implement written assurances given to ENSF by chief secretary on August 14, 2011.


Stating that it was not the first time government “back tracked” on its own assurances, ENPO rued it clearly demonstrated “sheer lack of commitment towards the grievances” of the people. ENPO said it was high time government initiated “sincere efforts” to address backwardness and under-development of four districts. While asserting that situation now demanded “extra efforts”, ENPO said process of implementing demands should begin in “letter and spirit” to gain the confidence of agitating students.

An emergency meeting was convened on January 27 by Eastern Nagaland Legislatures’ Union (ENLU) members at conference hall Saramati Hotel, Dimapur. 
After deliberating the situation relating to the demands and ongoing agitation, ENLU members empathized ENSF and felt urgency to address in sorting out an early solution. 
The member however called upon ENSF officials to resolve the issue amicably and call off the ongoing agitation and invited ENSF officials to conduct a consultative discussion with ENLU on February 2,11am at DUDA guest house, Kohima.

Cabinet reiterates CS’s stand, says transferred posts to be restored soon

Reacting to the indefinite agitation enforced by the Eastern Naga Students’ Federation (ENSF) over the GT/UGT teachers’ recruitment under RMSA and SSA, Nagaland state cabinet Thursday stated that it “concurred and reiterated” the earlier assurance given by state chief secretary on August 14, 2011 that all the teacher posts that have been transferred out of Eastern Nagaland areas with incumbents without corresponding replacement would be restored in a “phased manner” within the “shortest possible time”.

An emergency cabinet meeting held Thursday at the residential office of chief minister Neiphiu Rio along with parliamentary secretaries decided that the steps would be taken after “ascertaining” the actual number of posts transferred out in the past “without corresponding replacement”.

The cabinet decided that if it was difficult to arrive at the actual number, then it would go ahead after ascertaining the “actual position of shortage of teachers school-wise” in Eastern Nagaland.

The minutes of the cabinet meeting signed by chief minister Neiphiu Rio and chief secretary Lalthara, stated that the process of ascertaining the actual shortage of school teachers in the region may be “completed” by the School Education Department (SED) within “15 days” from Thursday.

However, the cabinet was of the view that the figure of 1500 to 1600 teachers who have been transferred as “claimed” by ENSF was “hypothetical and not based on factual calculation”.

It has directed the SED to “clarify” the actual figure for “public consumption”.
The cabinet meeting also urged that Legislators of Eastern Nagaland to “urgently” discuss the matter with ENPO and other tribal councils/hohos and thrash out solutions or suggestions for tackling the issue.

While disclosing the details of the cabinet meet, the minutes also stated the   cabinet expressed its “displeasure” at the way in which ENSF was carrying out its agitation on the issue.

Reacting to ENSF’s indefinite agitation, the cabinet said it was “most unreasonable and disproportionate to the issue at hand” to have asked the public not to attend the Republic Day functions in the region’s four districts and prevent ministers and parliamentary secretaries from attending the same.

ENSF threatens severe agitation; shutdown peaceful 

Eastern Naga Students’ Federation (ENSF) Thursday asserted it was prepared to launch its phase III agitation after January 28 across Eastern Nagaland which would be even more “severe and stringent” and added it would not compromise with its stand.

 It has also directed all federating units to be “mentally and physically” prepared for the proposed agitation.
While stating that phase III agitation would be launched as the “Eastern Naga People’s Movement”, ENSF said it would select volunteers from every village in their jurisdiction and seek the cooperation of every citizen in the region.

The federation revealed that its volunteers were active and were “deployed” across Eastern Nagaland.
Addressing a press conference Thursday at ENSF HQ, Tuensang, ENSF representatives said they were not boycotting the Republic Day but showing “resentment  and non-cooperation” against the wrong policy of the state government towards non- implementation of its demand.

The federation said indefinite shutdown would continue till its demands fulfilled. ENSF questioned the state government that if it was not in a position to implement the chief secretary’s assurance, why it went ahead to give a positive nod. It also asked Eastern Nagaland Legislature Union where it was, when such “ill-treatment” was meted out the student community of the region.

The indefinite shutdown enforced by ENSF in all the four districts and sub-divisions across Eastern Nagaland has been observed “peacefully and successfully” without any untoward incident from any quarters Thursday.

It was part of ENSF’s second phase agitation as all government offices and business establishment were shut and vehicles remained off the roads.

However, the para-military forces, mass media, bank, hospital and pharmacies functioned as usual. ENSF added that for the current shutdown, it would relax restriction on business establishment and allow plying of Nagaland State Transport (NST) buses and private vehicles from Friday.

KIPHIRE: As per the directive of ENSF, United Sangtam Students’ Conference (USSC) successfully enforced day two of the indefinite agitation in the entire Sangtam jurisdiction.

The general public here abstained from participating in the 63rd Republic Day celebration, as a sign of resentment to the state government for not implementing the ENSF’s charter of demand. USSC sources said that the organization would continue to enforce the indefinite shutdown till the state government implemented their demand.

However, business establishment, plying of Nagaland State Transport (NST) buses and private vehicles would be lifted from Friday. No untoward incidents occurred till the time of filing this report.

MON: Konyak Students’ Union (KSU) in its meeting has decided to partially lift the shutdown with effect from Friday. According to a statement issued by KSU, shops, banks and other establishments would be allowed to function and movement for people and private vehicles would be relaxed.

However, KSU would still continue to enforce closure of government offices and restriction imposed on movement of government vehicles except for the office and vehicles of the district administration.

Meanwhile, Eastern Nagaland Students’ Union Dimapur (ENSUF), Eastern Naga students’ union Kohima (ENSUK) and Khiamniungan students union (KSU) have supported the move initiated by ENSF.

The three student bodies in different press releases reiterated the demand to implement the five-point charter of demand made by the ENSF in letter and in spirit at the earliest.
